As the country pays more and more attention to the construction of ecological civilization,eco-tourism has become a hot spot for tourists.Therefore,mountain-type scenic spots have risen rapidly in recent years.However,Heavy rains often occur and cause mountain flood disasters in the mountain-type scenic spots.In recent years,due to the frequent human activities in the scenic area,the damage caused by the mudslides to the scenic spots has intensified.The towns and settlements scattered in the scenic area are mostly located in the plains and valleys,and they are basically unprotected and lack effective flood control measures.Due to the suddenness and harm of mountain torrents,if this hidden danger is not resolved in time,it may lead to travel safety accidents,especially when there are more tourists during the tourist season.Due to the dangerous terrain and narrow roads in the mountain-type scenic spots,when a mountain torrent disaster occurs,a large number of tourists can’t get in time to transfer,or they are prone to crowding events during the hedging process,which will cause serious economic and social consequences.In order to reduce the harm caused by mountain torrents,it is necessary to carry out research on mountain torrent disaster risk zoning and risk aversion transfer schemes in mountain-type scenic spots.Taking the Lushan Scenic Area as the research object,this paper divides the risk of mountain flood disasters in the Lushan Scenic Area from the natural and social attributes of the mountain torrents based on the theory of natural disasters.On this basis,the spatial analysis function of ArcGIS software is used to determine the need to transfer.The population,the emergency shelter,the evacuation unit and the shortest path of each hedging unit to the corresponding emergency shelter,thus Formulating Risk avoidance transfer plan in the study area.The main research contents and achievements of this paper are as follows:(1)Based on the actual situation of Lushan Scenic Area,this paper constructs a mountain flood disaster risk assessment model based on the natural disaster theory from the dangers and vulnerability of mountain flood disasters,and combines the topographical features and climate characteristics of the Lushan Scenic Area.8 risk assessment factors were selected to set up the index system of mountain torrent disaster according to hazard and vulnerability of flood disaster,using analytic hierarchy process to determine the weights of each indicator factor,and then use ArcGIS to weight-add the index factors to obtain the map of the risk and vulnerability of mountain flood disasters in the study area.(2)Based on the risk assessment model of mountain flood disasters and natural discontinuous classification,This paper divides the risk of mountain flood disasters in the study area into five levels:low risk,lower risk,medium risk,higher risk and high risk and draws a map of the risk of mountain flood disasters in the study area.The results of the zoning indicate that the area of the high-risk area of the floodplain in the20-year and 50-year encounters in the study area is 3.36km~2 and 3.74km~2 respectively,accounting for 6.73%and 7.49%of the total area;the area of the higher risk area is16.11km~2 and 15.78 km~2 respectively,accounting for 32.22%and 31.55%of the total area of the whole district;the area of medium-risk area is 11.81km~2 and 12.38km~2,accounting for 23.62%and 24.75%of the total area;the area of lower risk area is10.68km~2 and 11.00km~2 respectively;the area of the low-risk area is 8.04km~2 and7.11km~2,accounting for 16.08%and 14.21%of the total area.From the torrent map of mountain flood disasters,it can be seen that the high-risk areas are mainly distributed in Xinglong Cableway,Shimenjian,Xianrendong and other places,and other areas with relatively low risk levels such as Wujiao Clifford Culture Park,Sandie Spring and other places;(3)Based on the map of the risk of mountain torrent disasters in the study area,combined with the selection principle of the emergency hazard site and the actual situation of the study area,the buffer analysis and superposition analysis function of ArcGIS are used to determine the emergency shelter(14 places)and number of people transferred.The study area was divided into 6 risk aversion units using ArcGIS’s basin analysis.According to the population capacity of the emergency shelters and the number of affected populations to be transferred,the corresponding relationship between the risk aversion unit and the optimal emergency shelter is determined.Finally,through the topology relationship of the road network in the study area established by ArcGIS,the shortest path analysis is carried out from the hedging unit to its corresponding emergency hedging place,And the risk avoidance transfer plan of the study area is formulated.
