With the continuous deepening of China's supply side structural reform,the iron and steel industry actively upgrade and Reform in material purchasing is the key link,improve business efficiency,reduce operating costs,thereby enhancing the competitiveness of enterprises has become an important measure of iron and steel enterprises cope with the new changes,new situation.Material procurement is one of the most important link in the chain business,has attracted extensive attention of the iron and steel enterprises,Jiuquan Steel Group as China northwest the largest iron and steel enterprises,after years of reform and development,procurement management is the era of the planned economy has undergone a qualitative leap,has made great achievements,but the combination of Jiuquan Steel the group of industrial scale and the current development situation,many problems still exist in the procurement mode and operation mechanism.In this context,this paper carried out the research on the material purchasing mode and operation mechanism of Jiuquan Steel group.The purpose and significance of the research is: combing the relevant theory about purchasing mode and operation mechanism of material,on the basis of analysis of the Jiuquan Steel Group material purchasing mode and operation mechanism,pointed out that the Jiuquan Steel Group procurement problems and causes,and from the two aspects of purchasing mode and operation mechanism of the new design.This study has certain practical significance,and can provide the basis and empirical basis for the establishment of the procurement mode and operation mechanism of iron and steel enterprises.This paper adopts the methods of literature research,induction,qualitative and quantitative analysis.Main research contents: under the guidance of business process reengineering theory,strategic alliance theory,system theory and supply chain management theory,this paper analyzes the current situation of material purchasing mode and operation mechanism of Jiuquan Steel Group,and designs research based on this.This paper argues that in order to solve the existing steel group purchasing mode of wine,three aspects should be the "purchasing organization,purchasing process and information platform" in Jiuquan Steel Group procurement model re design,finally formed in line with the development of the market economy "plan executing supervision of" separation of the three powers of the centralized procurement mode.In order to solve the problems existing in the material purchasing operation mechanism of Jiuquan Iron and Steel Group,we should construct the material purchasing operation mechanism of the steel group from the following six subsystems: information sharing mechanism,competition mechanism,market mechanism,supervision mechanism,incentive mechanism and restraint mechanism.Finally,the procurement activities conform to the inherent requirements of market development,and this initiative can improve the rationality and scientificity of the purchasing activities of Jiuquan Steel Group,and achieve the goal of sustainable development.In the end of this paper,the conclusions of this study are given.At the same time,the future research work is also put forward.
