Since the Reform and Opening,China’s economy has been growing by leaps and bounds.But at the same time we should also see the problems of “high input,high energy and high emissions” behind the rapid rise of economy.In recent years,with the prominent of resource constraints and environmental pollution problems,more and more people began to pay attention to the resource constraints and environmental pollution generated by the economic growth.And people finally aware of the development idea of "first pollution,and then control" has not adapted to the requirements of sustainable development,we must develop green economy.Under the “new normal” economic situation in China,to change the mode of economic development and improve the quality of economic development are the key points.Considering the effect of resource constraints and environmental pollution on economic efficiency,it is urgent to construct a green economic efficiency indicator to correctly evaluate economic growth performance.Based on Super SBM-DEA model,this paper recalculates the green economic efficiency of China from 1997 to 2013,and compares it with the traditional total factor productivity(TFP)under the assumption of negative externality of environmental pollution.The results show that there are spatial heterogeneity of green economic efficiency in China from 1997 to 2013,but it is lower than traditional total factor productivity in total,which shows that environmental pollution reduces economic efficiency.In order to investigate whether the impact of environmental regulation on green economic efficiency is to promote or inhibit,whether the Porter hypothesis in China is found or not,this paper makes empirical tests of the relationship between environmental regulation and green economic efficiency.The results show that there is not only nonlinear relationship between environmental regulation and green economic efficiencyin China,but also lagging relationship.Environmental regulation and its first-order laggard have a "U"-type effect on green economic efficiency,that is,under the current effect,the environmental regulation leads to the decrease of the green economic efficiency because of the increase of the enterprise’s pollution control cost,but as time goes by and as the strengthening of regulation intensity,the "innovation compensation" effect,caused by increasing technological innovations and resource utilization efficiency,compensates for the temporary rise of cost,which leads to the improvement of green economic efficiency.This conclusion supports the correctness of the existing environmental policies.To achieve sustainable development,it is necessary to strengthen the environmental regulation,and we must follow the path of green development. |
