Energy is an important material basis for human laziness to survive and social prosperity and progress.It is also an important basic resource for the improvement of people's living standard and the development of national economy.After the nineteen major economic development,China's economic development has entered a new normal state.The economic development is also gradually from high energy consumption and high pollution to green sustainable development,the growth of energy consumption is slowing down,the quality and efficiency of development are becoming more and more prominent,and the structural reform of the supply side and the energy industry revolution are urgent.China is a country with insufficient energy resources and low per capita share in the world.The characteristics of "poor oil and gas rich coal" have decided to pursue a coal based energy strategy in the future for a long period of time.The extensive economic growth mode of China's coal industry,which is characterized by high input,high consumption and high pollution,is facing the constraint boundary of resources and environment.Therefore,it has become an inevitable choice for the sustainable development of coal energy base to analyze the problems in the development of energy base,explore the system of its sustainable development and build a suitable development model.First,it expounds the connotation system of the sustainable development of coal energy base,and points out the two core features of the sustainable development of coal energy base,namely,the strong attraction of coal energy base to the internal and external resources and the optimal production efficiency of the coal industry.With the adjustment of China's economic structure,many problems of coal energy base are highlighted.On the one hand,the coal industry in the coal energy base is in general "scattered and scattered,chaotic,chaotic and bad" situation.The excessive dispersion of coal industry leads to excessive competition among enterprises within the industry,and the total supply is hard to control effectively.Moreover,the scale of the enterprise is small,and it can not form scale benefit,resulting in a lot of waste,such as transportation equipment,mining equipment and technology development and import.On the other hand,the coal industry in the coal energy base is inefficient and lacks competitiveness.Resources have not been comprehensively utilized,and the product structure is single,which is not conducive to invigorating the coal industry,and is not suited to the needs of all sectors of the national economy.Therefore,this paper constructs the measurement model of the coal energy base from the perspective of space field,and constructs the measurement model of the input-output efficiency of the sustainable development of coal energy base from the perspective of efficiency.Secondly,on the basis of model construction and index selection,the gravity measure is carried out on the core enterprises in China's coal energy base.The results show that China's coal energy base has a certain space attraction,but the more attractive core enterprises are not much;the 12 existing coal energy bases are sustainable.Strong exhibition capabilities include Shendong coal base,North Shaanxi coal base,Henan coal base,Luxi coal base and Sanjin coal base.At the same time,on the basis of the efficiency index system of the input and output of sustainable development of coal energy base,the efficiency value of the input and output of coal energy base in China is calculated.The results show that there are three of the highest comprehensive technical efficiency in the 12 coal energy bases in China,which are the energy base of Northern Shaanxi and the three Jin power.The source base and the Jizhong energy base show that the input and output of these bases reach a relatively optimal ratio,and they can reasonably allocate and utilize resources.Then,select the representative and highly efficient Sanjin coal energy base as the sample base,establish the system dynamics model to simulate,build 4 development scenarios,and use the simulation software to predict the sustainable development of the three Jin coal energy base in the 2009-2030 years' economy,resources,efficiency and environment.The impact of the exhibition.The results show that maintaining the original development status of the base will eventually lead to the increase of resource exploitation and pollution.In reducing the emission of waste gas,waste water and waste,and increasing the scale of the development of the energy base,the steady growth of the profit of the energy base,the ecological environment,the conservation of resources and the environment are ensured.The development way of protection is the best way to realize the sustainable development of China's coal energy base.Finally,it gives the corresponding policy suggestions from three aspects: speeding up the integration process of coal resources of coal energy base,paying attention to scientific and technological innovation and cultivating talents and promoting the comprehensive management of ecological environment.
