Study On Ecological Compensation Mechanism In China's Basin

With the development of society and the progress of the economy,the increasing scarcity and pollution of water resources have caused a relatively serious water crisis,which has also become a major issue that restricts social sustainable development and economic progress.China's water resources currently have unbalanced regional distribution,low per capita possession,severe pollution,and deterioration of the ecological environment.Therefore,we must pay attention to the protection of water resources,the restoration of water environment,and the ecological compensation of river basins.Ecological compensation is part of the construction of ecological civilization in China.Domestic government departments and related experts and scholars have paid more and more attention to it.At present,the practice of ecological compensation for river basins in China has started in some provinces and cities.Since the river basin itself has a high degree of correlation,as an ecosystem,it often communicates with many administrative regions.Therefore,constructing a comparatively complete ecological compensation system for the river basin can firstly balance the interests of all parties and allocate the ecological resources and interests of the river basin between the stakeholders.It will also help promote the green development of the basin's ecological resources,and it will also play an impetus in improving the pollution problems in the basin.This will promote the coordination of economic and environmental protection within the basin and promote the construction of ecological civilization and a harmonious society in China.This paper analyzes the related concepts,contents and existing practices of China's basin ecological compensation through three parts,and puts forward the problems existing in China's basin ecological compensation mechanism and the necessary improvement measures in the future.The first part summarizes the basic theory of basin ecological compensation.Understanding any mechanism should begin with its connotation and theoretical basis.Basin ecological compensation mechanism is regarded as an ecological compensation mechanism that is highly valued by various countries at home and abroad.Different scholars have their own opinions on different aspects from different perspectives.Therefore,after systematically collating the views of different scholars,this article summarized the three important concepts of ecological compensation,basin ecological compensation,and basin ecological compensation mechanism.It also focused on the main components of the ecological compensation mechanism in the basin.And type.Subsequently,according to the views of different scholars,the theoretical basis of the basin's ecological compensation mechanism was summarized into three parts: public product theory,externality theory,and sustainable development theory.On the basis of understanding the relevant concepts and theories,the necessity of constructing the ecological compensation mechanism for the river basin in China is analyzed.This helps more people to understand the ecological ecological protection mechanism of the river basin practices.Then,according to the current ecological compensation model in China,that is,the government compensation model and the market compensation model,the typical cases of ecological compensation practice in China are classified,such as the case of financial payment transfer in the Dongjiang source area under the government compensation model,and the water rights trading case in Cixi,Shaoxing,Zhejiang under the market compensation model.The first case of cross basin compensation in Xin'An river is briefly introduced.Practice is an important way to find out the problems.According to the current legislation and pilot status of ecological compensation in China,the existing problems in the ecological compensation mechanism are summarized,that is,the legislation needs to be strengthened,the compensation is not clear,the compensation model is not scientific,the compensation standard is not appropriate,and the management system is not good.Enough perfection and lack of public participation.The third part,the improvement countermeasures of our basin's ecological compensation mechanism.The construction of ecological compensation mechanism in China's basin is still continuously advancing and perfected,and it is perfect for the problems in the present stage of practice.This paper puts forward some countermeasures to improve the relevant laws of watershed ecological compensation,clearly define the subject and guest body of compensation,construct the market based compensation mechanism,perfect the compensation standard,perfect the relevant management mechanism and promote the improvement of the citizen participation mechanism,so as to promote the establishment of the ecological compensation mechanism in China's basin and the protection of the ecological environment protection in China.It plays a more important role and provides a perfect way to realize the sustainable development of the basin's ecological environment in China.
