The report of the ?19th National Congress? raised the construction of ecological civilization to the millennium plan for sustainable development of the Chinese nation.The report added the word ?beautiful? on the basis of ?prosperous,democratic,civilized and harmonious? and incorporated the goal of ecological civilization into the goal of national modernization.Water ecological civilization is an important part of ecological civilization and the key to the construction of ecological civilization..Taizhou City is located in the integration area of the Yangtze River valley and the Huaihe River basin.It is an important source area of China's South-to-North Water Diversion Project and drinking water safety in coastal areas of Jiangsu Province.It is located in the construction of the ecological corridor of the Yangtze and Huaihe River.It is called the "water route,the pharynx and the throat according to the county",and the water ecological status is very important.In recent years,Taizhou's economy has developed rapidly,but the contradiction between industrial development and water ecology has also become increasingly prominent.The industrial structure dominated by heavy industry remains unchanged,agricultural non-point source pollution has become the main source of pollution,and the proportion of water used for agriculture is too high.All these problems have caused great pressure on the water ecology of Taizhou.Therefore,optimizing industrial layout based on water ecological constraints has important practical significance for Taizhou City to take the road of green sustainable development.Based on the definition of water ecological connotation and the relationship between water ecology and industrial development,this paper takes Taizhou City as the research object,constructs a water eco-constraint zoning evaluation index system based on the ?Sansheng? communion system,and draws water ecological constraints in Taizhou City.According to the results of the water ecological constrained zoning,combined with the current status and existing problems of industrial development in Taizhou City,as well as the analysis of industrial development and water ecological effects,an industrial layout optimization control proposal was put forward to achieve the win-win objective of water ecological protection and industrial layout optimization.The first part includes the introduction,relationship between water ecology and industrial development.The introduction part mainly elaborates the research background,domestic and foreign related research summaries,and establishes the realistic and theoretical significance of this study.We must sort out the existing research on water ecological connotation,integrate the ?Sansheng? system into the water ecological connotation,establish the interaction between water,industry,and humans,improve the connotation of life and comprehensiveness of water ecology,and provide the connotation foundation for the construction of the evaluation index system of the water ecological constraint zoning.The analysis of the interaction mechanism between water ecology and industry development lays the foundation for the actual case study in Taizhou City.The second part mainly analyzes the relationship between industrial development and water ecology in Taizhou,focusing on three aspects: first,the basic characteristics of water ecology;second,the characteristics and existing problems of industrial development;third,the analysis of industrial development and water ecological effects,which provides a realistic basis for the optimization and control of industrial distribution in Taizhou.The third part is mainly based on the connotation of water ecology,and constructs the evaluation index system of water ecological constraint zoning of " Sansheng ",and divides Taizhou into three areas of low water ecological constraint,water ecological constraint and water ecological constraint.According to the characteristics of the industrial development and the problems existing in each region,the suggestions of optimization and control of industrial layout is put forward.
