Evaluation Of Pollution Reduction Effect Under The Emission Trading System Of Hunan

The nineteen report points out that China's economy has shifted from high growth stage to high quality development stage.At the same time,the meeting of the Central Political Bureau also made clear requirements for the trend of economic development in 2018,in which the "one red line" is clearly put forward to the environmental pollution problem,that is,the total emission of major pollutants continues.Obviously decreased.Environmental protection is a big problem related to the national economy and the people's livelihood.The State Council and the Party Central Committee have paid close attention to the environmental pollution problem.China has implemented a lot of environmental and economic policies.The emission trading policy occupies an important position.Therefore,this paper takes the annual average of the S02 concentration of urban air pollutants as the research object,and uses 14 provinces and provinces in Hunan province.In the past 2006-2016 years,the environmental related panel data were used to assess the practical effect of the pilot area of emissions trading in Hunan.In this paper,the basic concept of emission rights is introduced and analyzed,and then the mechanism of emission reduction effect is analyzed.The development and transaction status of the emission trading policy in Hunan are introduced and analyzed,and then the dual difference method(PSM-DID)is applied to Hunan.The annual mean of the concentration of sulfur dioxide in 14 cities and states of the province after the pilot emission trading pilot was tested.Finally,the policy recommendations were given according to the empirical results.The results of this study show that:(1)the emission trading pilot of Hunan province has a significant promotion effect on pollution reduction;(2)the higher the level of higher education in each region,the lower the emission intensity of sulfur dioxide;(3)the higher the degree of marketization,the lower the emission intensity of sulfur dioxide;(4)the higher the degree of industrialization,the two oxidation.The greater the sulfur emission intensity.At the same time,the policy suggestions are put forward:All cities and counties in Hunan should continue to promote the publicity work of emission trading,introduce relevant laws and regulations,provide the legal basis for the fair trade,formulate and improve the two level market related systems for the emission trading,provide a good political basis for the emission trading of Hunan Province,ensure the smooth progress of the emission trading land and thus achieve pollution.A large target for reducing emission and protecting the environment;(2)all cities and states in Hunan should improve the degree of marketization in an all-round way.It is necessary to grasp the government "control" in the market of pollutant emission rights and make full use of the spirit activity and effectiveness of the market,and the government has the whole emission right in the whole.The process of trading only plays the role of formulating rules and supervising and promoting;(3)all cities and counties in Hunan should actively respond to the call of the Party Central Committee and the State Council,constantly optimize the regional industrial structure,encourage enterprises to innovate production methods,constantly upgrade the technical level,and suppress the production of pollutants from the source.
