The Improvement Of The System Of Requisition-Compensation Balance Of Wetlands In China

Wetland is an important living environment for human beings.It has many functions of ecosystem,economy and society.It plays an important role in the development of human society and the balance of natural ecology.With the development of social economy,the exploitation and utilization of wetlands has been done by human beings,resulting in the shrinking of the wetland area and the weakening of functions.At present,our country put forward the goal of wetland red line in 2020,which is no less than 800 million acres of wetland area.In order to achieve this goal,we must take corresponding measures to strengthen wetland protection.The requisition-compensation balance of wetlands protection system it means the units authorized to occupy wetlands in accordance with the law.Before occupying wetlands,it should be responsible for restoring or rebuilding wetlands that are equal to the area and quality of the occupied wetlands,so as to ensure that the area of wetlands is not reduced.It can be seen that the requisition-compensation balance of wetlands protection system is the key to the goal of the wetland red line.However,there are still many problems of this system,which needs to be improved.Since the "zero net loss" has gradually established as the US wetland conservation goals,it has achieved good results.The Minnesota’s zero net loss system,replacement wetlands system,and the wetlands bank system is very unique and specific,it can provide reference for our country.This paper starting from the clear concept of the requisition-compensation balance of wetlands protection,analysis the current problem of this system and the legal system of wetland protection management in the US,through the introduction of the zero net loss system,replacement wetlands system,and the wetlands bank system compared it to our country,and put forward some advices to improve our requisition-compensation balance of wetlands protection system.
