Study On The Limitation Of Main Water Pollutants Emission Of Key Industry Industry In Huaihe River Valley Of Anhui Province

The situation of water environmental pollution in Huaihe River basin in Anhui province is serious during recent years.There is a serious shortage of water resources in the north of the Huaihe River,so that the task of water environmental protection and quality improvement is very difficult.Pollutant discharge standard is an important constituent of national or local government legal system environmental protection,and is an important technical basis to perform the laws and regulations of environmental protection as well.,which plays an irreplaceable important role in the enforcement and management of environmental protection law.At present,there is no the local discharge standards for water pollutants of the Huaihe River basin in Anhui province.The “water pollution prevention and control ordinance of Huai River basin in Anhui province”,revised by Anhui province National People’s Congress in June2006,cleared that,all of the enterprises and institutions who discharge pollutants into any water body of the Huaihe River should observe the local standards formulated by the provincial people’s government.In this paper,the main drainage industries in the basin were determined by the investigation and analysation on the present situation of industrial pollution sources in the Huai River region.The typical factories and manufacturings were as follows,the paper and paper products,coal mining,washing industry,agricultural food processing,chemical raw materials and chemical products manufacturing,beverage alcohol and refined tea manufacturing,food manufacturing,pharmaceutical manufacturing.The representative industrial enterprises were selected from the 1236 direct discharge industrial enterprises in the whole basin,according to the factors such as,regional,industry type,production scale,pollution discharge status and others.The water pollutant discharge limits on COD,ammonia nitrogen,TP etc.,were determined,through field investigation and sampling analysis,water quality representative enterprises and related enterprises on behalf of lectures,seminars,combined with the feature of regional water environment and pollution control level,at the same time reference basin in other provinces and cities related industrial water pollutant emission standards.The limits were related to 10 kinds of small industries in seven industries of the Huaihe River in Anhui province.According to industrial enterprise production process and pollution control technology for the Huaihe River in Anhui province,the emission limits for the argument were proposed and discussed.Thecomparative analysis was based on the conditions of pollutants,economical and technical feasibility,successful rate of state-controlled enterprises,environmental and social benefit.It shows that the proposed emission limit is feasible for the industrial industry of Huaihe River basin in Anhui province.It provides reference for the establishment of the local discharge standard of water pollutants in Huaihe River basin in Anhui province.
