Sewage Treatment PPP Project Risk Assessment

With the rapid development of our country's society,the pace of the construction of public infrastructure is also accelerating.The development of the sewage treatment industry is particularly important for China,where the per capita water resources are scarce.As a new project financing method,the Public Private Partnership can introduce market mechanisms into infrastructure and public services while reducing government financial pressure,and provide new investment directions for social capital.Applying the PPP model to the wastewater treatment industry can not only improve industry efficiency,but also promote the development and improvement of PPP project companies.At present,most of the studies on PPP in China focus on the project financing and construction phase,and little attention is paid to the operation phase after the completion of the project.There is less research on the PPP model applied to the sewage treatment industry,and the project company established by relying on the PPP project and its later operation and management.Domestic scholars are accustomed to risk management from the perspective of the project,while ignoring the systematic risk research of the company and the project from the perspective of the project company.From the perspective of the project company,the paper takes the PPP project operated by the company as the starting point.Based on a comprehensive understanding of China's wastewater treatment industry and the PPP model,it uses the checklist method to systematically and comprehensively identify the risk factors of the project company.The existing research results of the PPP project risk,combined with the characteristics of the PPP project company and the sewage treatment industry,establish a related risk index system,and then use the AHP fuzzy comprehensive evaluation method to further quantify the risk factors,and give the overall risk degree assessment of the PPP project company..Finally,taking the Ningxiang Economic Development Zone sewage treatment and reuse engineering project as an example,risk assessment was carried out according to specific conditions to form several main factor layers and several sub-factor layers to find key risk control factors.
