The using of energy in daily production and life can be said to be all aspects.Manufacturing, construction, business, service, transportation, post and so on industries all need energy. With the increasing of population and production, the amount of carbon dioxide emissions is increasing.Carbon dioxide plays an important role in causing warming. The proportion of the greenhouse gases is up to 80%.In October 2012,Japan introduced carbon tax.The mechanism of carbon tax is effectively reducing emissions according to price incentive mechanism. The implementation of carbon tax is closely relating to the development of economy and the changing of social. In the related carbon tax researches, most of them are based on the visual observation about the effect of carbon tax. However, there is not many researches about the effect of carbon tax from other points of views, the adjustment of carbon tax and the construction of climate policy in the future,so the study in these aspects is very necessary. The third chapter, using econometric model analysis, analyzes the effect that carbon tax,car ownership,GDP,give to gasoline demand by setting up regression model. In the regression analysis, four regression models were established, and the ordinary least squares method in gretl software was used for econometric analysis.Analysis results show that the implementation of carbon tax has the effect of reducing gasoline demand. The results of the analysis show that there is a negative correlation between the implementation of carbon tax and the demand of gasoline. That is to say,the carbon tax implemented within the appropriate taxation scope is effective for improving air pollution. The fourth chapters, through theoretical model analysis, theoretically deduce the appropriate taxation.
