Research On The Effect Of Environmental Protection Expenditure On Industrial "Three Wastes" Governance

The whole society has realized the importance of protecting the environment with the increasing pollution.The 13 th Five-Year Plan period is the key period for China to adapt to and lead the new normal.The economic,social and environmental situation is facing profound changes,and social development should no longer come at the expense of environmental pollution.In order to study the effect of environmental protection expenditure on industrial "three waste" emissions,this paper based on the provincial panel data,the industrial "three waste" emissions,through the fixed effect model and stochastic effect model,empirical research on the local environmental protection expenditure on industrial "three waste" emissions management.Through a comparative study of eastern,central and western regions of China,it has been found that the effect of environmental protection expenditure on industrial "three wastes" is obvious.The economically more developed eastern regions have more remarkable effects on governance,and have improved the emission of industrial waste gas and industrial solid waste.The central region has only improved the treatment of industrial emissions,and the western region has only improved the treatment of industrial wastewater discharge.Further analysis was conducted on the 30 provinces in China as a research object.It was found that China’s environmental protection expenditures only have an inhibitory effect on industrial emissions and have no effect on the treatment of industrial wastewater and industrial solid waste.As the “public goods”,the natural environment inevitably has the problems that market failures and externalities cannot be solved by the market itself.This requires the central and local governments to fulfill their functions and improve the environment by formulating corresponding legal norms and policies and measures.Protection expenditure and environmental governance investment levels,actively adjust the industrial structure,and improve environmental pollution.
