Study On The Relationship Between Petroleum Consumption And Petrochemical Industry Development

Supply side structural reform forward,is China’s government to the economic development strategy,under the big trend to make is the main line,"much starker choices-and graver consequences-in" period of development is also great innovation of China’s economic development,but also in order to improve the comprehensive national strength in the economic globalization competition by the inevitable choice.In 2016,the state council promoted the "supply-side structural reform" in the first year,with the emphasis on implementing the 15-word policy of "going to capacity,going to inventory,deleveraging,reducing costs and making up the short board".It needs to be pointed out that the scale of the petrochemical industry in China has been continuously growing,and the market demand of China’s petrochemical industry is also growing rapidly from the daily consumption of oil.However,there is a phenomenon of excess capacity and insufficient capacity,and the structural contradiction is becoming more and more prominent.As in the petrochemical and chemical industry development planning(2016-2020)",explicitly pointed out: " to ethylene,the xylene,diethylene glycol and other related products of major basic raw materials in domestic self-sufficiency is relatively low.Therefore,in order to improve the competitiveness of China’s petrochemical industry and optimize the structure of petrochemical industry,China has promulgated the plan of petrochemical industry planning,so as to optimize its industrial layout.And large new refining projects in China,the preferred layout in seven large petrochemical industry base in principle,such as dalian changxing island petrochemical industry base is located in the bohai economic circle,is the national implementation of beijing-tianjin-hebei radiation area of the cooperative strategy.On August 8,2014,the state council formally promulgated the "opinions of the state council on several major policy measures to support the revitalization of northeast China".The "opinions" made it clear that the approval of the basic aspects of the construction of the petrochemical industry in changxing island of dalian was entrusted to the government department of liaoning province for completion.In this way,dalian changxing island will be built into a petrochemical industrial base with the world’s advanced level and international competitiveness.This paper attempts to apply grey correlation analysis method to analyze relevance evaluation model for oil consumption,solve the theoretical problems related to the layout of the structure of petrochemical industry in China,and combining the relevant policy factors such as system analysis;The result of the mathematical analysis is merged with the strategic adjustment of petrochemical industrial structure,which becomes the core and inner soul of this paper.Based on the alchemy project of dalian A company,the paper can better realize the organic combination of theory and practice through the analysis of actual cases,so as to achieve the practical effect.
