| In recent years,the process of national urbanization and industrialization has been increasing,and the discharge of sewage is increasing year by year,resulting in the continuous deterioration of natural water,and the situation of water pollution is not optimistic.To this end,the state has put forward a new concept of "ecological civilization" and "beautiful China".In accordance with the "water ten" in the action plan for water pollution prevention and control,a large number of water project construction projects have been spawned,and the sewage treatment industry has entered a new round of great construction times.The A economic development zone was approved in 2005 and was promoted to the provincial Development Zone in 2012.The resident population of the development zone increased from 120 thousand to 140 thousand,and the sewage discharge increased continuously.Under this background,according to the relevant regulations of the State Environmental Protection Bureau of Jilin,according to the water quality of the new sewage treatment plant,the water quality of the new sewage treatment plant must reach the first grade A standard,the new sewage treatment plant will be expanded in the A economic development zone.This paper expounds the background of the construction of the sewage treatment plant,the formulation of the scheme,the optimization of the scheme,the guarantee measures and the conclusion and the prospect of the sewage treatment plant,with the emphasis on the setting and optimization of the scheme.In order to solve the problem of sewage in the A economic and Technological Development Zone,to realize comprehensive planning,rational layout,construction of a high starting point of the urban drainage system,comprehensive utilization,protection of the environment,combined with the current situation,local conditions,the implementation of the total goal of stages,three project construction plans have been formulated.In view of the three schemes,from the aspects of total investment,environmental impact,and infrastructure conditions,the more mature and popular analytic hierarchy process(AHP)in system engineering is adopted to establish a hierarchical structure model,that is,evaluation index system,and construct judgment matrix according to the subordinate relationship between the upper and lower levels.The eigenvector of judgement matrix is obtained through mathematical calculation,which provides basis for scheme optimization.The construction personnel of the sewage treatment plant and the relevant experts are distributed respectively to the macro level structure model questionnaire of each scheme,and the scores of the questionnaire are multiplied by their respective combination weight coefficients,and then the comprehensive scores of each research object are added to determine the optimal scheme.In order to ensure the smooth implementation of the construction plan,the financing and utilization,construction technology and environmental protection,energy saving and other aspects are expounded respectively.At the end of the paper,the full text is summarized,which can provide theoretical basis and practical experience for other similar sewage projects. |
