Mechanism Of Agricultural Non-point Source Pollution Emission Trading In Ashe River Basin

Agricultural non-point source pollution has become increasingly prominent on water environment pollution problems and has become a major source of pollution of water environment.For a period of time it will become the important factor of restricting the sustainable development of agriculture.Ashe River basin water pollution has been serious.In addition to the point source pollution,agricultural non-point source pollution has become primary pollution source.Controlling agricultural non-point source pollution,is directly related to prevent and control water pollution of the Songhua River,moreover it is related to the residents’ lives.Therefore,agricultural non-point source pollution becomes the main aspects of controlling the Ashe River basin water pollution.In order to control the Ashe River watershed agricultural non-point source pollution,conventional engineering measures can’t obtain good effect.Economic management measures should also be used to control the Ashe River watershed agricultural non-point source pollution.Currently the emission trading is a worthy of attention economic measures.So mechanism of emission trading in the Ashe River watershed agricultural non-point source pollution has become the important topic in academic circles.Firstly,based on the domestic and foreign status,this study elaborates the status of the Ashe River basin agricultural non-point source pollution and emission trading,and sums up main problems of the Ashe River watershed agricultural non-point source pollution emission trading.The Ashe River watershed agricultural non-point source pollution load is calculated through using the method of equal standard pollution load and discharge coefficient method.Then this study selects time series data of 2005-2011 Ashe River watershed agricultural non-point source pollution,and establishes "EKC" model to determine the total amount of pollutants and contaminants,establishes the AHP model to transact the initial distribution of emission right.Thirdly,this paper designs the emission trading implementation program of the Ashe River watershed agricultural non-point source pollution from five respects that are the goal and the principle,factor,trading mode and trading procedure and data information system.Finally,this paper puts forward supporting measures to protect mechanisms to run.This paper analyses the Ashe River watershed agricultural non-point source pollution,and designs the emission trading implementation program of agricultural non-point source pollution to provide theoretical support to solve the Ashe River watershed agricultural non-point source pollution,and in favor of Ashe River basin water pollution prevention and treatment.
