Research On Risk Based Supervision Model And Methods Of Dangerous Operation In Industrial

The thirty-fifth article of Production Safety Law clearly states:’To carry out the dangerous operations of explosions and hoisting,the production and business operation entities shall arrange special persons to take charge of the on-spot safety so as to ensure that the operational rules be observed and the safety measures be carried out’.However,the dangerous operations are highly dangerous,various,with wide and multiple areas involved,moreover,government and corporate have limited supervision resources for them.How to increase regulatory efficiency,ensure safety and reduce accidents is an important task to be resolved about the supervision of dangerous operations.Risk Based Supervision(RBS)is a scientific,systematic,rational and effective safety management techniques and methodology based on risk management theory which is combined with quantitative and qualitative classification of risk.This article laid a theoretical foundation for the RBS’s application to the supervision of dangerous operations by elaborating basic theories and characteristics of RBS method and constructing a 5W1H theoretical model of RBS method.According to present studies on dangerous operations,the concept of dangerous operation was brought forward,the ten common and general type of dangerous operations in industrial production process were listed including work at heights,hot work,operation at confined spaces,excavation operations(ground-breaking operations),lifting operations,temporary power operations,blinding-pipeline operation,equipment repair operations,blasting operations,road breaking operation.Classification method of dangerous operations was designed based on risk according to the basic theory and methods of the assessment of risk classification with the reference of existing hazardous operations grading standards.The classification model of dangerous operations was established based on risk,with the combination of dangerous operation’s characteristics,such as work at heights and hot work,and the selection of each dangerous operation’s risk factor.On the basis of dangerous operations’ classification,a three-dimensional dangerous operations RBS model was constituted,according to the basic theory and 5W1H model of RBS,consisting operation category,the supervisory level and supervisory system and the application process of dangerous operations RBS method was given.According to the actual working situation in supervision and management of dangerous operations,the supervisory responsibilities regarding dangerous operations of companies and government was defined,RBS method of dangerous operations was proposed for companies and government.In order to verify the scientific level and availability of the application of RBS method on dangerous operation supervision,this article selected Tai’an City for empirical research and detailed results were presented in the form of "dangerous operations Tai’an risk warning and supervision practice".The study found that it is with good practicality and availability to apply the RBS method to dangerous operation.The scientific safety monitoring of Government and the effective safety management of companies can be achieved in a comprehensive,integrated and systematic way by applying RBS method.
