In recent years,with the rapid development economy in China,extensive economic growth has brought high-intensity pollution emissions.The problem of air pollution is becoming more and more serious,especially the frequent occurrence of haze pollution,which has aroused widespread concern from all walks of life.Therefore,how to take effective measures to deal with the challenges brought by air pollution such as haze is a key problem to be solved urgently in China.Firstly,according to the principle of redundancy reduction,the provinces in China are taken as an example to study the reduction of input indicators of smog pollution,we study the reduction of input indices which leads to haze pollution;Secondly,based on the process of haze generation and control,a two-stage DEA model is used to study the multi-stage efficiency of haze pollution emission;Finally,consider the characteristics of haze trans-regional transmission,and construct a DEA model with competition and cooperation to assess the haze emission efficiency of each province.Research indicates:?1?From a national perspective,when the same PM2.5.5 and GDP are generated,the input indicators are redundantly redundant.Except for the low labor input redundancy rate,the redundancy of other input variables is higher,and the redundancy rate of soot,SO2 and coal consumption is higher,78%,67.18%and 61.14%respectively.From the provincial level,in addition to the best input and output efficiency of the three provinces of Beijing,Shanghai and Tianjin,other provinces have invested redundantly.?2?From the perspective of haze generation and governance process,the haze generation and governance efficiency except Tibet are all 1,and the two-stage efficiency values of other provinces are ineffective.In the haze production stage,the efficiency values of the first sub-process in the eastern region are the highest,followed by the western region and the lowest in the central region.In the governance stage,the western region has the highest efficiency,followed by the central region and the eastern region.In the formulation of emission limits policies of atmospheric pollutants,in addition to considering the level of economic development?such as industrial development?,the meteorological and ecological conditions of each province should also be considered.?3?Considering that haze has a spatial spillover effect,the haze emission efficiency of each province estimated by the co-opetition DEA method is quite different.The provinces with high haze emission efficiency are mostly inland provinces with relatively slow economic development and poor meteorological conditions;The provinces with low haze emission efficiency are mostly developed.Eastern region.In the end,we summarize the study results,and put forward the policy recommendations as well as the research shortcomings and prospects in this article.
