The county town of Taihe County, located in the southwest of the county,is built along the Ying River. Its central urban area is mainly composed of the economic development zone and the old city zone.Restricted by the regional water resources utilization conditions, the living and part of industrial water in the current central city mainly exploits pore pressure water with a buried depth of 150 to 300 m(usually called"deep groundwater").Due to long-term high-intensity mining,a large depth drop has been produced on this layer of groundwater.A deep groundwater dropping funnel with an area of about 200 km~2centered on the concentrated distribution area of mining wells has been formed, and the restricted mining has been defined according to this range. With the further development of cities,it is of great practical significance to adjust the planning and allocation of regional water resources and optimize the regulation and management of regional deep groundwater mining management schemes.According to statistics, the deep groundwater mining wells in the current urban area are located in the restricted mining area, with a mining volume of 52,400 m~3/d.Of which municipal domestic water is 37,900 m~3/d;general industrial water is 11,100 m~3/d;high quality industrial water is 34,000 m~3/d.According to the requirements of groundwater management, water quality, regional water resources and water quality in the restricted mining area, the regional deep groundwater mining management plan was optimized and regulated to control the degree of over-exploitation of deep groundwater in the restricted mining area.Based on the analysis of hydrogeology in the district, the numerical model of groundwater flow is established for the simulation and prediction of each regulation solutions to analyze the water level control effect of it and to evaluate the environmental effects of the regulation solutions on the restricted mining area. Conclusions from research are as below:(1)Based on the fact that the research area is delimited with deep groundwater restriction mining area, the idea of“pressure extraction-displacement”for groundwater exploitation management and regulation was put forward—systematic research on on the preparatory work for the design of the groundwater exploitation management regulation scheme.Five basic ideas for the design of mining management regulation schemes make the"pressure extraction-displacement"groundwater exploitation management regulation schemes more scientific and systematic.(2)Under the framework of the basic idea, specific principles of water source allocation are proposed based on the actual conditions of water use,the regional groundwater exploitation management policy norms, and the distribution characteristics of water sources in the research area.Simultaneously, three regulation solutions are designed from different perspectives based on the basic ideas the principles of water allocation. The feasibility and applicability and mutual relationship of the regulation solutions were fully considered to ensure it's flexibility while being implemented, which can be a reference for the optimization and regulation research of regional groundwater resources exploitation management schemes.(3)Through the evaluation of the water levels and environmental effects of each mining regulation solution in the restricted mining area and the applicability analysis of the actual implementation of the solution, the results show that the 3 regulation solutions can alleviate the continuous decline of the water level in the restricted mining area, which has a positive effect on the environment. However,it shows that solution C is more flexible with a better applicability in the actual implementation. That means except for 4 high-quality industrial water mining wells, the rest amount of deep groundwater for general industrial water in the restricted mining area will be decreased in the exploitation and according to the distribution feasures of exploited wells, general industial water consumption will be supplied by the surface watter of Yinhe River and shallow ground warer instead.Apart from 3 municipal mining wells, all the rest of municipal water consumption will be supplied by the Hexi wetland water source instead.
