The galaxy cosmic rays are high-energy galaxy particles from outside the solar system, which have important effects on space weather. We need to study the propagation of galactic cosmic rays in the heliosphere, which is affected by many factors such as solar activity, interplanetary magnetic field, solar wind, etc. Therefore, the modulation mechanism of galactic cosmic rays is an important research topic in recent years. The drift effect plays an important role in the modulation of the celestial galactic cosmic rays, and meanwhile,it is affected by turbulence.Based on Qin&Shen(2017),this dissentation considers the effect of turbulence on drift effects, and presents a new drift velocity model, which is introduced into the cosmic ray modulation model.Through large-scale numerical calculations of using the new modulation model, the temporal changes of the cosmic ray proton spectrum at different levels of solar activity are obtained. Our numerical results show that the cosmic ray spectrum obtained in the low solar year agrees well with the PAMELA satellite observation, but the cosmic ray spectrum obtained in the high solar year does not agree with the PAMELA satellite data.Compared with the fitting results of the previous cosmic ray modulation model energy spectrum data and PAMELA satellite observation data, our new model performs worse. However, the advantage of the new model is that it takes into account the effects of turbulence, and the new model may make greater progress after continuous improvement in the future. This work is of great significance for the study of space weather in future space physics. With the rapid development of China's manned aviation and human undertakings, the research content of this topic is also of great significance to the research of space protection materials and the safety protection of spacecraft and astronauts.
