China's communication technology is developing rapidly,and 5G services are in full swing in China.As a carrier for communication signal transmission,the stability of its work directly affects the quality of communication services.Therefore,major communication operators attach great importance to the stability of base stations.The Iron Tower Company is fully responsible for the operation and maintenance of communication base stations.In order to ensure the stability and reliability of the overall service of the base station according to local conditions,the maintenance work of the network base station is outsourced to a professional base station maintenance company.The improvement of the stability of the base station is mainly due to the reduction of the overall length of disconnection and the number of times of disconnection in the region.The main reason for the disconnection of the base station is that the battery power in the base station is exhausted due to the delay of the operation and maintenance resources line.Due to the current tightening of the power supply and demand situation in China,the traditional base station operation and maintenance strategy cannot be matched with the rapid development of communication technology,which has increased the pressure on the base station emergency power generation support work.The length of the base station's disconnection and the number of disconnections remain high all the year round.In order to solve this practical problem,this paper proposes a cooperative operation and maintenance strategy based on resource sharing.The first strategy is to increase the number of resources that can be deployed by maintenance companies,and to alleviate the disconnection of base stations caused by insufficient resources.The second is to increase the number of oil storage warehouses,optimize the distribution path of the oil machine,and reduce the distribution distance of oil extraction and delivery,thereby reducing the time for oil machine distribution.Aiming at this optimization scheme,this paper models and analyzes the cost structure before and after the cooperation,and designs a reasonable cooperation income distribution scheme,so as to realize that the tower company does not increase the operation and maintenance costs while reducing the time and cost of the base station.Under the cooperation strategy,the maintenance company can also reduce the operation and maintenance cost of the base station.At the same time,the problem studied in this paper belongs to the vehicle routing optimization problem of pickup and delivery.According to the proposed cooperative sharing strategy,a solution model and a variable neighborhood search and solution algorithm are designed,and then based on the base station alarm data provided by the tower company.In the case analysis,the actual parameters are substituted into the model for solution.The difference between the length of disconnection and the cost of operation and maintenance before and after the cooperation is compared and analyzed.The sensitivity analysis of the relevant parameters is performed to verify the influence of different parameters on the data results.Finally,based on the results of the solution analysis,optimization recommendations and management implications are obtained.Through the above research,it is found that:(1)This strategy can effectively reduce the length of time and cost of disconnection of the base station,thereby improving the overall operation and maintenance efficiency of the base station.(2)The cooperative income distribution plan designed in this paper can reasonably compensate for sacrificing large-scale maintenance companies,and can fully pay off the additional operation and maintenance costs caused by cooperation.(3)The cooperative operation and maintenance strategy can make the participating maintenance companies to cooperate.Operation and maintenance costs have been reduced.
