Global warming is constantly changing the earth on which humans depend,and glaciers are melting and storms are hitting every corner of the earth.Climate change has become an indisputable fact.Although global temperature rises and the Little Ice Age and Warm Period continue to alternate,and there is a certain relationship between the current warm period,climate change does exist.Extreme weather events that occurred more frequently in the Little Ice Age occurred in the warm period.The frequency and intensity of extreme climate events are constantly increasing,threatening the stable development of global natural and socio-economic systems.There are two systems in climate change,controlled systems and uncontrolled systems.Economic systems are generally controlled systems,especially the industrial economy.They are generally considered to be sustainable systems that can be maintained through human intervention,including fragile systems.The agricultural agriculture with large nature is a partially controlled economic system,and is not in the control of human beings.There are uncontrolled systems such as hurricanes,floods and earthquakes.Uncontrolled systems will affect the development of controlled systems..The current economic system has been hit by the huge impact of climate change.At the same time,the adjustment of the industrial structure has led to a continuous decline in the share of agriculture,an increasing share of industry and services,and the impact of climate change has shifted to the secondary and tertiary industries.One of the industries with the greatest impact on climate change.The most effective way to address climate change is to make the economy work.In the industrial industry,the mining industry has some special characteristics.The reason is that on the one hand,the burning of fossil fuels produced by the mining industry emits a large amount of greenhouse gases,which causes global temperature to rise.One of the industries with environmental impact,whose production and exploitation is targeted at nature,is therefore sensitive to environmental changes.Many scholars used to analyze the cost and loss of mining production from the perspective of carbon emissions.However,it can be seen that as climate change intensifies,its impact is becoming more and more widespread,especially the extreme climate events caused by it The impact of industrial production is also increasing,and the economic losses caused by it are multiplied.Based on this,this article analyzes the impact of mining industry production from an extreme climate perspective,and selects industrial economic systems in controlled systems and uncontrolled systems.In order to study the relationship between controlled and uncontrolled systems in the future,the impact of extreme precipitation on the mining industry economy will be studied through the logarithmic production function model.According to the research results:1)Mining output is affected by the increase or decrease of extreme precipitation.According to the regression results of data from 1999 to 2016,the output value of mining industry will decline by 0.54% to 0.65% for every 1% increase of extreme precipitation.According to the elastic results of marginal output of factors,the marginal return of extreme precipitation is decreasing,which indicates that excluding the influence of policies,extreme precipitation will affect the production activities of mining industry and lead to the decline of the gross product of mining industry.2)Mining production is affected by the intensity and frequency of extreme precipitation.The higher the intensity and frequency,the greater the impact.From the results of regional regression,Shandong and Hunan provinces have different economic development levels,different extreme precipitation intensity and frequency,and their mining output value is affected differently.For every 1% increase in extreme precipitation,the mining output value of Shandong province will drop by 0.0224% and that of Hunan province by 0.1904%.3)Inputs such as capital and technological progress have a positive impact on the increase of mining output.From the calculation results,the positive marginal output elasticity of capital and technological progress can neutralize the negative marginal output elasticity of extreme precipitation,thus offsetting the negative impact of extreme precipitation on mining output.
