The design of container liner shipping hub and spoke network mainly includes two problems:location and configuration,which is a strategic planning problem of liner companies.Due to its long design cycle,there are many uncertain factors in the design,among which the normal operation of hub port is an important uncertainty factor.Bad weather,war,terrorist attacks and other emergencies will affect the normal operation of the hub port,thus affecting the transit of liner transportation and the departure rate of goods,reducing the revenue and affecting the satisfaction of customers to liner companies.Therefore,this paper considers the risk of port failure in the design of liner transportation network to improve the reliability of the network and reduce the impact of port uncertainty on liner companies.First,this paper divides the port failure into partial failure and complete failure,introduction of traffic problems of partial failure by function the hub port transit capacity caused by the extra costs,determine the hub port transit capacity limited circumstances hub location model,optimizing network feeder port configuration,equilibrium container flow distribution in the network,reduce the delay because of inadequate hub port transit capacity goods problems such as the influence of;To complete failure problem,the backup strategy of pre-configured backup hub is proposed,and the variable of backup hub port is introduced,build not affected by the failure events of normal circumstances reset path cost minimization of transportation cost and failure of integer programming model,the potential risk of active response network,avoid failure caused by the network port completely local paralysis.According to the model established in this paper,the hybrid algorithm of particle swarm optimization combined with tabu search is designed,and a better initial solution is obtained by using the global search capability of particle swarm optimization.Based on Asia-Europe services for example analysis,through the experimental results show that during the planning period considering port failure risk can effectively reduce the potential container flow losses,and balance the hub between the through traffic,is considering failure problems and don’t consider failure problem of network transport situation,found that failure at the design stage to consider port container flow can reduce the network loss,improve the reliability of the network,to minimize potential losses of liner companies.At the same time,some hub ports are repeatedly selected under different failure scenarios.In practice,the construction of similar hub ports should be strengthened to improve their ability to deal with risks,so as to ensure the normal operation of the network. |
