Vehicle routing problem is one of the most important problem in logistics distribution. How to meet customer needs as much as possible and improve market competitiveness is the goal for every logistics enterprise. However, due to various emergencies customers may change’ their needs temporarily, including changes in the delivery service time window or changes in demand. This change is not only difficult to predict, but with the rapid development of e-commerce in ’ China, customer demand changes often occur, which brings great challenges to logistics and distribution. At this time, although logistics companies want to meet the requirements of customers as much as possible, they also need to consider their own distribution capacity limitations and overall system disturbances, and give customers a clear answer on the basis of taking into account factors such as system disturbances and customer satisfaction. Therefore, how to deal with the changes in caused by customers and minimize the impact on the entire logistics plan in combination with the characteristics of high frequency and large number of customer demand changes effectively has become the focus and difficulty of studying vehicle routing problem.Disturbance management theory is an effective method to deal with disturbing events. It means to make the new distribution plan minimize the impact of the disturbing events on the original plan; The time-divided vehicle routing problem considers high frequency and large quantity of customer demand changes. It divides the distribution period into several time periods and adjusts the vehicle routing plan in time.In order to solve the disruption problem of VRPSDP with customer request changes frequently, this paper conducted the disruption identification analysis on the influence of the disruption event on the original logistics distribution vehicle routing scheme from the aspects of cost and service time and reasonable disturbance measurement is carried out respectively, which provides the quantitative analysis basis. Then combined with the degree of frequent changes in customer demand and its characteristics, the distribution task period was divided into several periods according to the unequal principle. The goal is to minimize the generalized total cost caused by the interference event to the original program at each period. The disruption management model under customer request changes was established. Then,a new dispatching method using improved genetic and tabu search algorithm was designed. Finally, randomly selected two samples from Solomon standard test, give each group of different customer and disturbed customer data, verify the influence between each case.Compared with the methods of real-time disruption management, adding vehicles or rescheduling at the same time, which verifies the effectiveness of the scheme in this article. This paper studies time-phase disruption management model for VRPSDP with customer request changes. On the basis of taking into account the customer’s delivery service time and delivery cost, the situation of frequent changes in customer demand for the rapid development of e-commerce is considered. The results not only enrich and improve the application of interference management methods in VRPSDP,but also make useful explorations for solving the problems of logistics distribution interference management.
