The ocean contains abundant resources. With the increasing demand for resources, people pay more attention to the exploitation and exploration of marine resources. However, the marine environment is complex, and human beings need to accurately grasp the basic information of sea conditions, such as wind, wave, current and so on.At the same time, with the increase of marine activities, oil spills occur from time to time, which directly lead to a large number of sea pollution and seriously damage the marine ecological environment. Therefore,it is of great significance to study and develop wave information extraction technology and microwave scattering mechanism of sea surface oil spill. In this paper, the idea of multifunctional radar is proposed based on the above two problems. The radar has two main functions. One is that it can be used to monitor the sea condition to get the characteristic parameters of the wave in real time.Second, oil spill can be detected accurately.According to the two main functions of radar, this paper will do the following two research: one is to study the acquisition technology of sea parameters based on X-band radar, the other is to study the microwave scattering model of oil spill surface.X-band radar has high spatial and temporal resolution, stable performance, low price and convenient installation. The main idea of this algorithm is to use the time series of sea clutter radar images to obtain ocean wave parameters by spectral analysis. In this paper, the basic knowledge of radar is first introduced, and the imaging mechanism of radar is explored. Then the sea clutter image of radar is simulated by using random wave numerical simulation method combined with radar imaging modulation mechanism. Then the simulated radar image is used to verify and analyze the algorithm, and the inversion results are in good agreement with the simulation values. Finally,an algorithm verification experiment based on the measured data is carried out in the sea area near the coastal radar station using X-band radar, and the data of the sea surface velocity obtained by the radar image are compared with the data of the National Marine Environment Forecast Center. The correctness of the algorithm is verified and other characteristic parameters of waves based on measured data are obtained. The microwave scattering model of oil spills on the sea surface is studied in this paper by exploring the effects of oil spills on the roughness and electromagnetic scattering coefficient of the sea surface. The wave spectrum of oil spill is obtained by introducing the attenuation factor of oil spill. The difference between the roughness and electromagnetic scattering coefficient of oil spill surface and that of clean sea surface is studied quantitatively by using Monte Carlo statistical model and sea surface complex microwave scattering model. The influencing factors of the backscattering coefficient under the sea surface of oil spill are also discussed.
