In recent years,the unbalanced allocation of water resources in the Jiulong river basin has brought about many negative impacts on local people's production and living,agricultural development and economic growth.In order to solve the problem of unbalanced allocation of water resources and improve the utilization efficiency of water resources,this paper establishes a water resource scheduling model for the Jiulong river basin and establishes a water resource scheduling system including conventional scheduling and emergency scheduling.This paper is divided into four parts,the specific content of each part is as follows.(1)This paper briefly introduces the basic situation of Jiulong river basin from three aspects: geographical location,river system and hydrometeorology.(2)A medium-and long-term prediction model of Jiulong river basin based on BP neural network is established,and the prediction model is calibrated and verified with historical data.The available water supply of Jiulong river basin is solved with the positive algorithm,and the water plan of the basin is declared.Based on the calculation of available water supply and the declaration of water use plan,the approval of water use plan is carried out,and the balance calculation of water supply and demand is completed.(3)An emergency dispatching model aiming at Xiamen water supply is established.Firstly,a three-parameter runoff calculation model for musingen river with lateral inflow is constructed.Various constraints are taken into account,and differential evolution algorithm is used to calibrate the model parameters.Then,given the flow process of the downstream section,the DE algorithm is used to inversely deduce the flow process of the upstream reservoir,so as to realize the design of the emergency dispatching module.(4)Based on the above conventional dispatching and emergency dispatching studies,the development and integration of the water resources dispatching system in Jiulong river basin are realized.The system provides functional modules such as ground dispatching situation,routine dispatching,emergency dispatching,system management and model calculation,which can provide scientific support for water resources related decisionmaking in Jiulong river basin.
