Inner Mongolia Autonomous Region is one of the national animal husbandry bases.The natural grassland area is 1.32 billion mu.In recent years,60% of the grasslands in the autonomous region have been degraded to varying degrees,and changes in the natural environment and overgrazing are the main causes of grassland degradation.And because of the chaotic mining,illegal and illegal use of grassland phenomenon often occurs,As a result,the grassland ecological environment has continued to deteriorate,and the available area has been continuously reduced,which has constrained the healthy development of grassland animal husbandry.Standardizing the grassland acquisition and occupation business will help reduce the occurrence of grassland phenomenon in violation of laws and regulations.In the current grassland occupation,the staff fills in the application documents and materials in accordance with laws and regulations on paper documents.Afterwards,the staff will send the materials to the superior unit in person or by post to the higher-level unit to complete the step-by-step review and approval.This traditional way of working not only consumes a lot of time and manpower,but also lacks efficient work mode,lack of effective communication between different levels.In this paper,Visual Studio 2012 is used as the programming environment,C# is used as the programming language,and the GIS secondary development technology,blockchain technology,database technology,cloud database technology,Constructed a grassland expropriation business management system.Solve the inefficiency of the existing business process,and scientifically assist the staff to handle complex business tasks,The important functions of the system include the analyzing and processing spatial data,managing the business,uploading and downloading attachments,information notification,querystatistics,user management,personnel file management,role management,data backup and restoration,and system log.The main conclusions are as follows:(1)In the actual application of the expropriation business under 70 hectares,The grassland expropriation business management system office compared with the traditional office mode.The traditional work mode takes at least 10 days from the application of the business to the effective operation of the business.Most of the time is spent on the delivery of business documents between work units,use of the management system can complete the work within three working days.Therefore,the grassland expropriation business management system can greatly improve the work efficiency of the existing grassland levy occupation business and reduce the workload of the staff.(2)The blockchain technology is applied in the system.The data of the blockchain technology cannot be modified and applied to the financial field.This paper studies the application of blockchain technology in the field of geographic information.Integrating the blockchain technology into the grassland expropriation business management system,making the data in the business management system impossible to be tampered with,greatly improving the credibility of the system.Applying blockchain technology to geographic information is the biggest innovation in this paper.(3)Spatial analysis function is included in the system,can assist the staff to analyze the occupation of the basic grassland,grassland ecological protection red line,nature reserve and pastoral grassland,and generate grassland expropriation business compensation details,the occupancy and compensation details calculated by the system are more accurate and faster than the manual calculation by the staff,reduced the difficulty of work and reduced the possibility of staff errors in calculation.
