Compilation Of China's Science And Technology Development Index And Analysis On Its Convergence And Spillover Effect

Considering China's special national conditions,the Human Development Index(HDI)developed by the United Nations Development Program(UNDP)has shortcomings in measuring China's economic and social development level.For example,the indicator system has not included China's current major concerns such as scientific and technological development and social livelihood.The National Social Science Project "The Compilation and Research of HDI across China" combined with the theory and ideas of HDI establishes the HDI with Chinese characteristics,namely CHDI.This thesis has compiled and analyzed one of the sub-indexes of CHDI,“Technology Development Index”.In terms of compilation,this thesis adopts a single-index evaluation system to overcome many difficult-to-coordinate problems such as “indicator selection,weight setting,and index synthesis” of the multi-index evaluation system.After comprehensively comparing the two indicators of “R&D expenditure intensity” and “per capita R&D”,the former is selected as the basic indicator to build the index,and the maximum and minimum values in the “13th Five-Year Plan” of each province are used as the threshold.Based on this,the Science and technology development indexes of the nation,four major regions and provinces are compiled.In terms of index analysis,this thesis follows the idea of “time-space difference analysis,convergence analysis,spatial spillover effect analysis” to conduct a comprehensive research on the technology development index.Through time and space difference analysis,it is found that the national science and technology development index has increased from 0.1108 in 1990 to 0.3550 in 2017 with an increase of more than 2 times.But the absolute level is still not high,and its growth rate in the recent period is slowly decreasing.Among the four regional indices,the development level of the eastern region has been relatively high.The index value increases from 0.4067 in 2013(the first year to exceed 0.4)to 0.4409 in 2017.The central region has risen rapidly and has surpassed the west and northeast since 2008.However,the index values of the central,western and northeastern regions are all maintained at a low level of no more than 0.3.The absolute and relative differences in the science and technology development index among the four major regions are expanding.This expansion trend is mainly caused by the rapid development of the eastern region.In addition,the absolute and relative differences between provinces are larger,but the relative differences are decreasing.The provincial index has extreme values,and the index development is with provincial imbalance.In the analysis of the convergence of the science and technology development index during the period of 1990-2017,it is found that the provincial index has ? convergence and absolute ? convergence.After considering the spatial correlation,it is found that the provincial science and technology development index has significant spatial clustering since 2004,and the conditional ? convergence exists in the index during the period of 2004-2017.Then the thesis divides the 2004-2017 period into 2004-2008 and 2009-2017.It is found that there is no conditional convergence in the technology development index in 2004-2008,and there is conditional ? convergence in 2009-2017,and the convergence rate is faster than that in 2004-2017.In the analysis of the spatial spillover effect of the index,it is found that the R&D output has spatial correlation and is suitable for analysis using the spatial models.Further,the spatial lag model(SLM)can reasonably portray the relationship between researchers,research funding,regional specialization factors and scientific research output,all of which have positive effects on scientific research output.Finally,combined with the research conclusions,this thesis proposes the corresponding policy recommendations.
