Study On The Value Evaluation And Protection Strategies Of Urban Lake Resources

The 18 th and the 19 th national congress of the communist party of China clearly put forward the development concepts of ecological civilization in the new era,such as "adhering to respect for nature,adapting to nature and protecting nature",and "adhering to the harmonious symbiosis between man and nature",the construction of ecological civilization has been elevated to the national strategic.The newly formed Ministry of Natural Resources emphasizes the integration of government planning departments from the perspective of resource protection,and the strategy of ecological civilization construction in the new era guides urban planning to the transformation of "protection control priority",while natural resource asset management is one of the necessary ways to realize the rational utilization of natural resources,which embodies the necessity of evaluating the value of urban natural resources.In addition,as an important natural resource in the process of urban development,urban lake resources are closely related to urban development and planning,and Wuhan,known as the "City of Hundred Lakes",has been attached great importance to the protection of lake resources and the rational use of exploitation since the beginning of this century.Therefore,the thesis focuses on constructing framework and method of urban lake resource value evaluation,estimates the value of lake resources in central urban areas of Wuhan,and puts forward the corresponding strategies for urban lake protection and typical lake protection strategies,which has certain theoretical and practical significance.From the perspective of natural resource value evaluation,this thesis makes a summary and analysis of the theoretical and practical research on the value evaluation of urban lake resources at home and abroad and the related research of lake resources in Wuhan,establishes the evaluation system of urban lake resources value from the perspective of economic,social and ecological aspects based on the benefit subject of natural resources.In this thesis,the spillover effect of urban lake resources is added as the spillover effect value of lake,40 lake resources in central urban area of Wuhan are taken as the research object,and the value of lake resources is evaluated by means of hedonic price method,benefit transfer method and unit area value equivalent factor method and other methods.By comparing and analyzing the value of 40 lakes in central urban area and the value of typical lake resources,we know that the ecological value of lake resources in Wuhan central city is much higher than economic and social value,and the value of hydrological regulation and spillover effect are prominent in the value of lake resources,followed by the value of water conservation,water purification,biodiversity conservation,climate regulation,product provision,scientific research education,leisure recreation and gas regulation;the value of typical lake resources presents the rule of central-inner ring-outer ring decreasing,and the spillover effect value is the highest in the value of inner ring lake,and the hydrological regulation value is the highest in the value of central and outer ring lakes,so the key points of lake protection and utilization are different in different locations.Based on the analysis of the results,this thesis identifies the key points of urban lake resource value,and finally puts forward the strategy of urban lake resources protection from the perspective of the ecological,social and economic values of urban lake resources,with the goal of optimizing urban ecological construction and coordinating the relationship between "lake and city",and the targeted protection strategy is put forward by taking east lake as a typical lake case.In order to provide reference for the scientific evaluation of urban lake resources value and the practice of lake resources protection in Wuhan.
