In order to clarify the relationship and dynamic action mechanism between transport efficiency and transport structure,strengthen optimizing the construction of comprehensive transportation through overall planning,promote the integrated development of various transport modes and improve the technological efficiency of transport,Super-SBM model was established to calculate and evaluate the provincial transport efficiency of China from 2002 to 2016 considering an unexpected output.Secondly,to analyze the characteristics of distribution on transport structure in provincial perspective,the entropy method was used to construct the measurement indexes of transportation structure,such as equilibrium degree and dominance degree.Finally,based on that,the panel vector autoregressive model of transport efficiency and transport structure is constructed,and the dynamic relationship between transport efficiency and transport structure in the eastern,central and western regions of China is discussed by means of analysis on impulse response analysis and variance decomposition.The research conclusions of this paper are as follows:(1)There exists much difference on provincial transport efficiency in China from 2002 to 2016,which described as disequilibrium with higher efficiency in the eastern area and lower in the western area.Speaking in general,the regulation of distribution is that transport efficiency in the eastern area is higher than in the central area,and the lowest in the western area.Meanwhile,efficiency in most provinces improves as time goes by.(2)The regulation of distribution is that transport structure in the southeastern area is higher than in the northwestern area.There are three stages in fluctuation tendency of provincial transport equilibrium degree.Firstly,the equilibrium degree was in high level and kept rising from 2002 to 2005.Secondly,it dropped at first but rose in the following time from 2006 to 2013.Finally,it remained stable and kept rising from 2014 to 2016.(3)Transport efficiency relates to transport structure.The results of impulse function response show that transport structure would be optimized as transport efficiency improves especially in the first period.On the analysis of variance decomposition in the eastern,the central and the western area,there's less difference among the proportions of each element.That means each system or model is stable after 5 periods.
