The introduction of the State Council's strict control policy on reclamation has put forward new requirements for the conservation and intensive use of existing reclamation resources.The post-planning assessment of the construction sea is to conduct a detailed assessment of the status of the construction sea project that has been developed and used,the impact of various project benefits,and the degree of conformity between the project and the approval documents,and analyze the actual implementation efficiency and ecological protection degree of the construction sea project.In order to achieve the improvement of sea use efficiency and the protection of the marine environment,and promote the construction of marine ecological civilization.Scientifically and rationally selecting post-evaluation indicators and constructing a systematic and complete post-planning evaluation index system can improve the scientific,authoritative and credibility of the post-use assessment work.This paper expounds the connotation of the post-planning indicator system for construction,and grasps the relevant theoretical basis,construction principles,and construction basis,combined with the current general situation of the national construction sea project and the relevant research results after the construction of the sea planning,The multi-index comprehensive evaluation method is adopted to establish a target hierarchical index system structure,and a systematic,logical and forward-looking construction sea planning post-evaluation index system is constructed.On the basis of combing and drawing on other general post-evaluation index system construction methods,we choose to adopt the logical framework method,combine the characteristics of regional construction with sea,and refer to the relevant literature research results,starting from the four levels of input,output,purpose and goal.Select 20 indicators suitable for post-planning evaluation of construction seas,and refer to the results of the post-planning evaluation work of pilot projects in Jiangsu Province,and form economic efficiency,social benefits,development and utilization efficiency,eco-environmental benefits and management measures efficiency.The indicator layer is constructed using a post-sea plan assessment indicator system.Finally,taking the Nanyang area of Linhai City as a research example,through the on-the-spot investigation and monitoring,the indicators of the construction sea planning post-assessment are measured,and analyze the results of the calculation in detail.The research results show that the logical framework method(LFA)is a scientific method for constructing the post-assessment evaluation index system for construction.The post-evaluation index system constructed by it is complete and applicable,and is logical and scientific.The empirical research shows that the post-planning evaluation index system constructed by the logical framework method(LFA)can draw clear evaluation conclusions and has clear guiding significance for the follow-up management supervision of construction sea planning.The construction sea planning post-assessment indicator system constructed in this paper can be used as a reference for post-planning evaluation work in other coastal areas.
