Research On The Right Data Management Of Natural Resources From The Perspective Of Registration In China

Due to the long-term decentralized management,the natural resource right management in China has obvious problems as inconsistent data standards,unclear ownership of rights and overlapping of space,which negatively affects the natural resource right management and spatial planning.With the implementation of the unified registration of natural resources,it is urgent to explore reasonable paths of the natural resources data management reform.Therefore,from the perspective of natural resource registration,this paper studies the core content and data organization methods in the process of data integration of natural resources,and constructs a natural resource right data model that conforms to China's national conditions.At present,due to the stability and uniqueness of land space position,most countries manage natural resources based on cadastral system or land registration system.This paper bases on LADM(Land Management Domain Model)which has high versatility and scalability and lots of practical application to construct China's natural resource right data model and it is scientific and innovative.This paper carries on the research as the following steps:Firstly,this paper analyzes the characteristics of natural resource management and right registration in China in the new era,and serves as the theoretical basis for the construction of natural resource right data model.The core of the right data is to reflect the affiliation of rights.This paper sorts out the natural resources right system in China by referring to the right system of the Property Law,analyzes the characteristics of natural resource registration system from the aspects of registration scope,registration rights,registration unit and registration content based on relevant documents for natural resource registration,points out the problems of the current right data management as right conflicts,overlapping of space and insufficient right description and proposes reform paths as unifying classification standards,establishing an integrated database system of real estate and natural resources,supplementing the contents of right data and realizing the data association of mining rights and surface rights.Secondly,this paper expounds the overall design ideas of the international standard model LADM and analyzes the inspiration and applicability of LADM to the construction of natural resource right data model in China.Afterwards,by referring to the structural design of China's cadastral model and the four core categories of LADM as LA_Party,LA_RRR,LA_BAUnit and LA_SpatialUnit,this paper analyzes the main core contents and inherent logical relationship of China's natural resource right data model,studies the expression of the natural resource right objects,designs the storage structure and table structure of core elements of the model and constructs the natural resource right data model adapted to China's natural resources comprehensive management.Finally,according to the constructed natural resource right data model,this paper collects the natural resource right data of Jintan District and establishes the corresponding natural resource right database was established.And then the existing natural resource right data management system was used to display actual management and application such as right database creation,graphic processing,information query,data inspection,and right registration.And the scientificity and practicability of the natural resource right data model is verified in this paper.
