Study On The Analysis Of Water Conservancy Project Supervision Culture Based On System Dynamics And The Model Of Maturity Evaluation

The supervision system of water conservancy project construction in China has been practiced for nearly 30 years,and a relatively formed supervision culture has gradually formed in the course of development.However,in the new era,there are still some problems in the construction supervision of water conservancy projects,such as imperfect system,unclear positioning and uneven personnel capabilities.Therefore,it is very important to summarize the supervision culture of water conservancy project and analyze its influencing factors and inducing mechanism to promote its healthy development.This paper takes this as the entry point,and on the basis of a deep understanding of the basic connotation of culture,gives the definition of water conservancy project supervision culture,which enriches the connotation of culture in different fields.Applying the grounded theory and literature review method,through interviews,surveys and literature review,the dimensions of water conservancy project supervision culture were formed from the analysis of internal factors,and the theoretical system of supervision culture was improved.The rationality of the index is tested by system dynamics,and the evolution of supervision culture is analyzed according to the development history of the construction supervision of water conservancy projects,which provides a theoretical basis for the development of supervision in the future.The main research results are as follows:(1)Analysis the meaning of "culture" and different cultural interpretations in different fields,and define the concept of water conservancy project supervision culture.Based on the grounded theory,the cultural dimension of supervision is studied and explored.The saturation test is carried out through literature retrieval.The dimensionality reduction processing is carried out with the principal component analysis method on the data of the questionnaire.(2)Further for water conservancy project supervision cultural dimension structure of the system dynamics analysis,build the stock of causal loop diagram and the flow chart,according to the different stages of development characteristics of engineering supervision,determine each stage dimensions of culture plays a leading role,using Vensim PLE software analysis in different periods of cultural evolution model,explore deeper water conservancy engineering supervision in the degree of interaction between cultural dimensions.(3)According to the influence dimension of water conservancy project supervision culture,the construction of water conservancy project supervision culture maturity evaluation model(SCMM),clear the connotation of different maturity levels,determine the current water conservancy project supervision culture maturity level,and according to the evaluation results of the supervision work and future reform to put forward suggestions.Finally,the conclusions and shortcomings of this study are discussed,and the future research direction is prospected.
