Resource-based cities have played a decisive role in China's economic development.But in the mean time,restricted by the limited resource reserves,they have caused many social contradictions and problems,such as weak economic foundations,unreasonable industrial structures,and poor social security capabilities,having a substantial negative impact on local people's living quality and urban economy's sustainable development.While international climate conferences are attaching great importance to abnormal climate change,every country has profoundly rethought the traditional economic development models——Low-carbon has become the biggest global issue.Also,the establishment of low-carbon cities and the development of low-carbon economy have been a worldwide revolution.Demand for economic development and bottlenecks met by the traditional economic development model push China to a new direction---low-carbon economy.As the resource-based cities are in typically extensive development mode,it is imminent to carry out low-carbon transformation.This article researches on low-carbon transformation effect of resource-based cities in the last decade.Also,the influencing factors and how these factors work in this process would be stated in the article.It has important guiding significance for sustainable development of resource-based cities.This article is based on the transformation of resource-based cities theory,low-carbon economic theory and sustainable development theory.And there are three steps in the research: First,an empirical analysis is conducted with DEA model which is based on the directional distance function,to measure Total Factor Productivity(TFP)with the panel data of 17 resource-based cities from 2008 to 2015.Then,the TFP measurement model,considering unexpected output,is to evaluate the low-carbon transition effect of resource-based cities.Finally,find out the influencing factors in resource-based cities' low-carbon transition with Delphi Technology,and using econometric model to analyze the influences of different factors on the transformation effect.At last part of this article,the author has put forward some feasible countermeasures and suggestions for the resource-based cities' low-carbon transformation.Mainly conclusions are as follows :1.Develop new industries,optimize industrial structure,and promote industry to the advanced and rationalized development trend.2.Increase investment in R&D,drive development with innovation.3.Create a liberal development environment for private economy,support private economy's development,and stimulate market vitality.4.The government should strengthen environmental regulation and formulate incentive mechanisms,optimize the ecological environment.5.Improve government financial support and policy support.6.Increase educational investment,ensure the coordinateddevelopment of basic education,higher education and vocational education,and step up efforts to attract high-end talents,improve the quality of human resources.
