This study analyzes the development of Sino-US satellite navigation system,adopting the methods of case analysis,comparative analysis and archival literature research method.From BDS-1 to BDS-2 in China,as well asthe Geostar system to the Transit system,TIMATION system,621 B program and GPS in the US.From the aspects of technical indexes and system application,this study compares BDS-1 and the commercial Geostar system of the United States,concluding that the construction of BD-1 is under the advantages of national system and complies with the need and the basic national conditions in China to develop satellite navigation system independently.Meanwhile,there are many mistakes in the Geostar system in constructing program and estimating application.Under the multiple extrusion of GPS and cellular mobile communications technology,the development of Geostar system failed.This paper compares the BDS-2 with GPS system from the aspects of development pattern,organization,policy,construction and application,as well as development prospect.It points out that the development of BDS-2 is a progressive development,which not only conforms to China's national conditions and technological development status,but also meets the basic needs of the country.GPS employs an integrated development model at the beginning,which is far from the needs of national and military application.After 40 years of construction and development,GPS is completed widely applicated,along with its organization and policy system.At the same time,the development of the BDS-2 is still relatively weak and its construction,organization,policy formulation and application still need to be further improved.However,according to the satellite constellation of the BDS-2,the positioning accuracy of the BDS-2 in the Asia-Pacific region is expected to exceed GPS in the future.Based on the development practice of the BDS,this paper summarizes the development pattern of the large-scale aerospace engineering project,proposes the basic principles of the aerospace project development and the main characteristics of the aerospace engineering project development decision-making as well as aerospace engineering project management mode from the perspective of military technology and program innovation.Moreover,the study also demonstrates the the controllablility and uncontrollability of technology in its development and policy making,pinpointing that during the development of technology and policy making,it needs to comply with the inside logic in technology development and its techonological achievements should adjust the needs of social deveploment.Lastly,this study puts formward a technology development model that combines late-developing advantage and independent innovation,concluding that after resolving "three threshold" of human capital,economic development and industrialization,the development of China's satellite navigation has entered the independent innovation-oriented development stage.
