With the rapid development of economy and society, the exchanges between domestic and foreign personnel have become more frequently. However, because of the lack of service resources and other reasons, there is a certain gap between the port service capacity and the demand of entry and exit passengers, which has led to an even worse state in port queuing system. The requirements of passengers for port clearance services include good service environment, good service attitude, reasonable queuing rules and short waiting time. Therefore,by using the knowledge of queuing theory to establish a mathematical model for the customs clearance queuing system and perform analysis and optimization,so as to achieve the goal of meeting the balance of the needs of passengers and border inspection staffs at the same time on some qualitative and quantitative evaluation indicators of the queuing system,to achieve the best operating status,is of great practical significance. This paper first introduced the basic situation and common problems of the S-port,used the relevant theoretical knowledge of queuing theory to analyze the current queuing system of the S-port.Through the collection of the actual queuing data, the data was statistically processed and fitted. It is verified that the input flow of the existing queuing system accords with Poisson distribution feature, and the interval of service time accords with negative exponential distribution characteristics, and establish a M/M/C queuing theory model.Secondly, this model is used to calculate the important indicators of the existing queuing system,so as to quantitatively analyze the behavior of the current queuing system and analyze the causes of the problems. The analysis finds that there is a problem that the work arrangement is not flexible enough during the peak period, and there are problems such as insufficient service resources, low work efficiency, and unreasonable queuing structure during the peak hours.Thirdly,by using the effect of parameters in queuing theory on queuing indicators, countermeasures to solve the current queuing problems are proposed, including methods to increase work efficiency, increase investment in service resources, and classify passengers. Finally, through comparison,it is found that the queuing system has a significant improvement in the key indicators after the optimization, achieved the expected rectification effect. In reality, the queuing theory has many applicable scenarios.Although the proposed scheme is aimed at the S-port queuing system,it also has some reference for other similar queuing phenomena and problems.
