With the rapid development of society and science and technology,meteorological observation and forecast are closely related to People's Daily life.The premise of ensuring the accurate and reliable collection of meteorological observation data is to ensure the stable operation of meteorological observation equipment.Therefore,a series of test and evaluation of this type of equipment need to be carried out before the meteorological observation special technical equipment enters the operational system.However,there are some problems such as the method of test evaluation,the data format,the disunity of the observation standard and the low efficiency of data processing.In view of these problems,this paper has carried out a series of research and practice.According to the requirements of the "Meteorological Observing Special Technical Equipment Testing and Evaluation System" established by the China Meteorological Administration's Meteorological Observation Center,the business system is designed and implemented.The system uses the meteorological service communication network and the Internet in combination to receive information such as operational status,fault alarms,and observation data of the meteorological observation equipment.First of all,the real-time monitoring of the operational status and performance of the test meteorological observation equipment,and then the data integrity analysis of the participating meteorological observation equipment,the consistency of the observation equipment detection and reliability analysis,so as to assess the meteorological observation equipment.In the process of the design and implementation of the special technical equipment test and evaluation system for meteorological observation,the system is developed strictly in accordance with the development process.First,the observation data,test evaluation method and other related technologies are introduced.Among them,the consistency detection in mathematical statistics must satisfy the normal distribution,but most meteorological observation data do not meet the normal distribution.Therefore,need to improve the consistency test,aiming at this problem,this paper proposes a algorithm for mining association rules based on interest,the interest degree of association rule mining algorithm and meteorological observation data,the combination of association rules is proposed based on a scale of meteorological observation equipment conformance testing model.Then,the requirements of the project are analyzed,and the requirements of each function are described separately by independent modules.Then,according to the requirements of the system,the overall design of the system is analyzed,which stipulates the design principles of the system and the overall architecture design and database design part of the system.Based on the system summary design to detailed design system,according to the detailed design part of the system each function requires clear description,and according to these projects.Finally,functional test and related performance test are performed on the system.The meteorological observation special technical equipment test and evaluation system designed in this paper monitors the equipment in real-time and provides basic support for service equipment selection,maintenance and equipment support.
