Study On The Countermeasure Of Developing Foreign Leasing Industry In Dalian Jinpu New Area

Financial leasing industry has characteristics such as professional,high degree of industrial fit,innovative and active etc,especially foreign financial leasing industry,plays an important role in expanding domestic demand,bring exports,improving foreign investment,promoting industrial transformation etc.The development of foreign financial leasing industry contributes to the foreign capital utilization.It provides a new solution for the financing difficulties of enterprises and constructs the circulation channels of equipment and funds.It has incomparable significance than any other financial leasing.This paper adopts literature research,through consulting,analyzing the domestic and foreign literature,have a systematic and deep understanding of foreign financial leasing industry's concept,policy and state.At the same time,through the case analysis method,based on Shanghai Pilot Free Trade Zone and Tianjin Dongjiang Bonded Port,two advanced area in domestic financial leasing industry,summing up the successful experience,analyzing the causes of the problems,in order to get the enlightenment.The main purpose of this paper is analysis the development environment of foreign financial leasing industry in Jinpu New Area,discovery the root problem restricting industry development,figure out the reason,put forward to promote the Jinpu New Area foreign financial leasing industry development countermeasures and suggestions.This paper summarizes the problems and causes of the development of foreign financing lease industry in Jinpu New Area of Dalian.Although the government has made certain achievements in investment,service and industry development,the policy environment of Jinpu New Area has been continuously upgraded,the investment and financing environment is brisk with the huge market potential,the industries which adapted to develop foreign financial leasing are good.But by the uncertainty of policy and risk control mechanism,the lack of industry innovation,enterprise financing difficulties and squeeze on talent,Jinpu New Area districts on current business enterprise exits in slow business beginning,single business type,urgently support for policy and risk assessment and talent shortage.Based on Jinpu New Area foreign financial leasing industry analysis and the Shanghai and Tianjin advanced experience,the author gives the following countermeasures and suggestions: we should create a good environment for the industry,optimize the industrial policy and risk control mechanism,make full use of the "One Belt And One Road" strategy,support enterprise business smoothly.
