Research On Ecological Compensation Cooperation Of Beijing-Tianjin-Hebei Based On Ecological Economics

The construction of ecological civilization was put on prominence in the 18 th National Congress of the Communist Party of China.Speeding up the reform of the system of ecological civilization was proposed in the 19 th CPC National Congress.It indicated ecological issues being constantly given attention.With the "Outline for Beijing-Tianjin-Hebei Collaborative Development Plan" put forward,the importance of the coordinated development of Beijing-Tianjin-Hebei had become a national strategy,and which had prominent.The coordination of ecological issues such as the utilization of ecological resources,the joint prevention and control of ecological environment pollution are among the first breakthroughs in the coordinated development of Beijing-Tianjin-Hebei.Establishing ecological compensation mechanism is not only an important institutional guarantee for the construction of ecological civilization,but also an important part of ecological civilization construction.Therefore,ecological coordination is an important starting point.Establishing and perfecting cooperation mechanism of regional ecological compensation is an important way to realize the coordinated development of Beijing-Tianjin-Hebei region.It is also a key link to realize the mutual benefits and win-win results in the region of Beijing-Tianjin-Hebei.This dissertation takes Beijing-Tianjin-Hebei as object,researching from the ecological economics of ecosystem services value and ecological footprint,and extending the concept of ecological footprint to propose virtual carbon footprint and virtual water footprint,which provides the basis for the future research on ecological compensation.It quantifies the value of ecosystem services and the structure of the value of various ecosystem resources from 2007 to 2016.And it combines the value of ecosystem services with the economic development levels to calculate the ecological compensation amount of the service value of various ecosystem resources and conduct the analysis of the subject and object of ecological compensation;It obtains the virtual carbon footprint based on the multi-region input-output table of each region of Beijing-Tianjin-Hebei.It clarifies the relation of carbon footprint based on which it calculates the amount of ecological compensation and conduct the analysis of the subject and object of ecological compensation.It also analyses the total amount of virtual water footprints from 2007 to 2016.The ecological protection sharing coefficient is obtained based on the economic development level of each region.It combines eco-environmental input to confirm the amount of ecological compensation and conduct the analysis of the subject and object of ecological compensation of Beijing-Tianjin-Hebei.Based on the analysis of ecological compensation quantification and ecological compensation,it will provide decision-making support for the ecological environment protection and ecological civilization construction and improve coordinated development in the future.
