Study On Evolution,Problems And Countermeasures Of Local Refining Industry Policies In China

Local refining industry means refining and chemical enterprises that in addition to the national oil company and investment by local governments or private capital.China promulgated a series of policy to manage local refining industry.Refining industry adjust the industrial structure,achieve scale and integrated refining,eliminate backward refining units has become an inevitable choice to petrochemical enterprises.The domestic refined oil market open and international markets become domestication increased competition;local refining industry is facing great challenges.On the other hand,since the world economy is growing demand for energy,the local refining companies are facing opportunities.This requires policies to guide the development of local refining industry.By reading literatures,this paper analyzes the evolution process and the problems of local refining industry policies in China.Firstly,on the basis of introducing the research background and significances of issue,and presenting the related notions of policy process,policy instrument and policy choice theory,the paper analyzes the main local refining industry policies,as well as its achievements and feature of suppression,rectification,supervision and specification period.Secondly,the paper summarizes policy process is not standardized;the policy instrument is single and its selfishness of government.Finally,the paper summarizes the countermeasures of local refining industry policies in China to lay foundations of future,of which are standardizing the policy process,cooperating the policy instrument and rectifying government selfishness.
