Since the 21 st century,the acceleration of economic globalization and the rapid growth of international trade increased the carbon emissions,and with increasing international attention to environment issue,requires all countries to join in energy saving and emission reduction.China,as a large developing country,is also a large carbon power.Currently,producer responsibility is the international common definition,which is to determine the national carbon emissions responsibility,but the principle is a great deal of unfair for big manufacturing country like China.So in this paper,the studies of carbon emissions responsibility of China's foreign trade in the consumer responsibility system is important to redefine developing countries such as China.Producer responsibility is generally defined,which becomes the principle to determine the national carbon emissions responsibility.But this is unfair for manufacturing big countries like China.China should claim the consumer responsibility principle.Based on the thought above,this paper accounts carbon emissions responsibility of China's foreign trade in the perspective of consumer responsibility system,which provides the support for claiming consumer responsibility.The study,which is also to advocate redefine developing countries' carbon emissions responsibility such as China,has the important significance.First,the paper describes the current situation of domestic and foreign scholars who study China's foreign trade in carbon emissions and related division of responsibilities.After comparing the advantages and disadvantages of the main carbon emissions accounting method,this paper selects the input-output model as primary method.The study object of this paper includes 18 countries,including China.These estimates China and major trading countries accounting-based import and export of carbon emissions and point out that Chinese should bear the responsibility for carbon emissions.And this paper compares the responsibility of producer responsibility.The research results show that under the consumer responsibility system,China on sino-us trade,trade and the bilateral trade between China and Japan shall bear the responsibilities of carbon emissions than under the producer responsibility system should respectively decreased 66.88%,45.28%,and 86.44%.And in the bilateral trade between China and Ireland,responsibility is increased by11.92%.Via calculation we find that under the condition of open economy,consumer responsibility system for better developing countries such as China.Secondly,this paper studies the characteristics of the bilateral trade of China and the United States,Japan and German and analysis China's bilateral trade with the three countries,which is under the principle of producer responsibility system and the consumer responsibility system shall be liable for carbon emissions causes of differences.The results show that the total import and export,commodity structure will influence bilateral trade that shall bear the liabilities of carbon emissions.At the end of the paper,which bases the empirical analysis of the above,put forward some suggestions and countermeasures.This paper argues that China should obtain from the following several aspects: Active participation in international carbon emissions standards and insist on the principle of consumers responsibility system.Full implementation of carbon tariff policy.Improve the trade structure and the transformation of the mode of development.Improve the energy consumption structure and energy efficiency,Adjust the trade policy according to the international environment.
