With the development of China's market economy,the function of statutory metrology and technical institutions has also undergone great changes.In the "State Council on accelerating the development of science and technology services in the State Council in 2014," the State Council made it clear that it would speed up the development of third-party inspection and certification services and encourage equal participation in different ownership testing and certification bodies to participate in market competition.2015 National Certification and Accreditation Commission in the "second five" plan also made it clear that by 2020 the certification market to further industrial,large-scale,professional development and development,and guide institutions to improve the mechanism,moderate concentration,to encourage the Level government departments in the implementation of management functions,the provision of public services in the process of market-oriented way to buy testing and certification services.The report of the 15 th National Congress of the Communist Party of China further pointed out that China will continue to deepen the reform of government functions and further release the market vitality.Therefore,how to strengthen the measurement supervision and management at the same time to activate the measurement testing market has become China's government at all levels of statutory measurement technology management functions in the face of a very urgent need to solve the problem.At present,the academic research on the legal transformation of the legal measurement technology institutions is largely from the perspective of the provincial or county level,but I think that the practice is clearly lack of land-level statutory measures of the interests of technical institutions,the interests of reform Chain long,it is difficult to balance the interests of the city around.This paper takes the prefecture-level city as the perspective,and Qingyuan City is the only prefecture-level city in Guangdong province that has no county-level statutory metrological technical institutions.With the deepening development of market economy and the functional dilemma,Qingyuan City,Functional dilemma and change strategy has important practical value.At present,China's measuring instruments are divided into two categories: mandatory and non-compulsory.At present,Qingyuan City,the legal measurement technology institutions to undertake compulsory testing and market calibration two parts of the testing services,functional positioning in the serious deviation,mainly for the two aspects: on the one hand as China's statutory measurement of technical institutions for the measurement supervision of administrative law enforcement to provide technical assurance;On the other hand as a metrological calibration of the main market competition,to provide customers with calibration testing services.The dual function makes the function of the measurement supervisory and testing organization face great difficulties.Based on the theory of public goods,the theory of limited government and the theory of institutional change,this paper analyzes the current situation of the legal metrological technical institutions in Qingyuan City by analyzing the methods of literature analysis,field investigation and comparative analysis,and analyzes the difficulties and causes And puts forward the countermeasures to optimize the function of legal metrological technology institutions in Qingyuan City on the basis of drawing on the function of foreign measurement supervision and inspection institutions.
