Research On The Management Function Optimization Strategy Of Gansu Petrochemical Industry Association

As the announcement and implementation of the national “the overall scheme to delink the industry associations & chambers of commerce with the administrative organ”,the work to delink with the industry associations and the administrative organsin all provinces and regionsof China are carried out step by step.As a public institution managed according to Public Servants Law,Gansu provincial petrochemical industry associationhas evolved fromgovernment bureaus by means of repeated institutional reforms which take charge of petrochemical industry,belongs to the typical official association,and its management mode fully bases on the government agency.Therefore,the industry management function of petrochemical industry association is fully authorized by the government,and naturally it also bears part of the government function.But the overall scheme to delink doesn't specify to delink the industry association with the administrative organs,but has certain impact on the value of existence of the industry association currently.Therefore,in the policy environment to delink with the industry association and the administrative organ,before industry association not independent of the administrative system,how the officialindustry association to play the role of industrymanagement function effectively is still a difficult problem which the government has to face with,Industry association,as a kind of social organizations,has played a positive role in promoting the change of the administrative function of government and transformation of economic society.As a branch of the industry association,the officialindustry association itself has a strong administrative color.And it not only assumes the position of the government but also plays the role as an industry association.This article takes the official association with special identity as the research object,adopts the nonprofit organization theory and new public management theory as the theoretical basis,by mans of introducing the specific functions which petrochemical industry associationcurrently undertakes,and looks for the existing problems when petrochemical industry association plays the role of industry management,analyzes the main reason why the management function can't be effectively played.And this article also discusses the concrete factors which influences the function optimization of petrochemical industry association,puts forward the direction,the way and the concrete countermeasures of the function optimization combining with de-administration problem of industry association and in terms of the optimization of industry management function by petrochemical industry association,and provides a reference for the future reform of industry association.
