Study On Construction Safety Quality Supervision And Administration In Lanzhou City

At present,our country is at a crucial period of building a moderately prosperous society in an all-round way and accelerating urbanization.The cause of construction projects is booming.The scale of construction projects has increased substantially,and the quality and technical difficulty has been constantly increasing.The quality supervision of government construction projects has unshirkable responsibility in public affairs,public safety and public health related to the public interest,and plays an irreplaceable role especially in the legal administration and specific law enforcement supervision.It is especially important to construct and form a set of scientific and innovative and advanced government-building quality supervision and management system that meets the needs of the existing system and help to fundamentally solve various problems existing in the operation of the system.In many aspects,it is necessary to comprehensively eliminate the existing "hidden dangers of safety and quality" of the existing works,comprehensively improve the quality of the projects,promote the development of the industry and ensure the social harmony.Based on the review and summary of the theories and achievements of construction supervision and management of construction projects both at home and abroad,combining with the specific cases of Lanzhou National Bio-Industrial Innovation Park Project,this paper takes Lanzhou construction safety and quality supervision and management as the main research object,Analysis of outstanding problems existing in the construction project safety and quality supervision and management to explore the management of engineering quality supervision in Lanzhou City to build a construction project quality supervision and management.Mainly get the following conclusions:1.According to the status quo of construction safety quality supervision and management in Lanzhou City,the author inquired into and analyzed the characteristics,work contents,work procedures and supervision and management points of construction safety quality supervision and management in Lanzhou City.In the end,the main measures of quality supervision and management were analyzed and summarized,mainly including three aspects: strengthening safety supervision measures,raising the quality supervision level and promoting the dust control of construction sites.2.The quality supervision and management of ready-mixed concrete adopted by safety and quality supervision and management of Lanzhou Construction Project was analyzed.A total of 51 ready-mixed concrete production enterprises were spot-checked,and 14 were qualified.The qualification rate of enterprises was 27.5%;sand and stone for ready-mixed concrete were extracted.A total of 270 batches of raw materials including cement,cement,admixtures and other five types of raw materials were sampled and 210 batches were qualified.The sampling inspection acceptance rate was 77.8%.3.Taking Lanzhou National Bio-Industrial Innovation Park Project as a specific case,the project safety quality supervision and management process of project decision-making phase,project preparation phase,project implementation phase and project completion phase are analyzed,and the existing problems and deficiencies are summarized.The main including the project organization is not suitable for the current project management system implementation and development,feasibility study is not enough,lack of design supervision,poor circulation of information,construction control chaos,responsibilities and rights and interests are not balanced.4.The problems and shortcomings in construction safety quality supervision and management of Lanzhou City are deeply analyzed,including some of the safety and quality inspection standards are outdated,the management of construction units is not standardized,the overall quality of supervision personnel needs to be improved,and the illegal construction of construction units Universal,incoming raw material quality is not guaranteed.5.In view of the problems and shortcomings in the safety and quality supervision and management of construction projects in Lanzhou City,some countermeasures and suggestions are proposed to optimize the organizational structure of the government,improve the system of government supervision and management,and improve the government supervision and management.
