Study On The IT Capability Improvement Of Zhuangxi Oil Production Plant Of Shengli Oilfield

At present,the oil field enterprise informatization undergoes a process from quantitative change to qualitative change.In recent years,Shengli Oilfield Zhuangxi Oil Production Plant has made some progress in the informatization construction,but did not get the best effect as expected,and the enterprise's IT Capability has not improved substantially.studied the improvement of Zhuangxi oil production plant information technology capability,and hoped to solve the problem in the informatization construction of oil production plant,and actually brought the power of continuous development to the enterprise.This paper reviewed the researches about the information technology capability,regarded the improvement of information technology capability as the main line,took the information technology capability as a system and did research.From the perspective of ability,this paper set up the three dimensions of information technology capability;According to the information technology capability maturity model framework,using the fuzzy evaluation method,through the questionnaire survey and expert scoring,designed the information technology capability evaluation system of Zhuangxi Oil Production Plant,and evaluated the current level of information technology capability of Zhuangxi Oil Production Plant scientifically to be support level.Based on self-organization theory knowledge,revealed the characteristic of information technical ability evolution,and put forward the path and strategy to improve the information technology capability of Zhuangxi Oil Production Plant.Specific to the structure of the three variables information technology capability of Zhuangxi Oil Production Plant,this paper put forward to start with enhancing the IT Human resources as well as the IT Intangible assets of enterprise,and the improvement of IT Human resources is a key path to improve.From the viewpoint of system theory,compared the problem existing in the three dimensions of information technology capability of Zhuangxi Oil Production Plant,and focused on the IT Human resources as well as the Intangible assets which have a low evaluation,put forward to improve the informatization management organizations erection,perfect the institution system and build a performance evaluation system,in order to promote the IT Human resources.And put forward to conduct the learning oriented activities based on improving the information technology capability and to strengthen knowledge management,to grow the IT Intangible assets.
