| In the process of development of market economy,the internal control role in business management and its use are getting more and more widespread attention.Enterprises are facing increasingly fierce competition in the market,we must continue to strengthen internal control and management of all aspects,and make efforts to improve the management level,in order to achieve long-term development to maintain competition in the market.As an important part of corporate assets,fixed assets are the business indispensable important material conditions.Since the fixed assets have a longer lifetime,and its liquidity is not strong,most managers have often overlooked them in the daily production and business activities,resulting in the confusion of fixed assets management,leading to the inconsistence of reports of fixed assets with the actual situation,the assets utilization efficiency is not high,it is difficult to play its true value and function.The paper makes the Zhongjin Gold Ltd.the targets of research,since most of the company’s subsidiaries are mining and smelting enterprises which have a lot of factory equipment and other fixed asset.These enterprises are also characterized by its so many position,too long lines and quite wide areas in asset management.And the management of fixed asset is extremely difficult.Moreover,this company is a state-owned enterprise.Due to the long-term influence of planned economy,the organizational structure and personnel structure is more complex,the division of duties is not clear,these factors together with the lack of internal control management awareness have caused many problems in the company’s fixed assets management,mainly like the unclear resources of the fixed assets,repeated investment,tendering and bidding of procurement becoming a mere formality,does not match the account statement with the card and the physical,and the inefficiency in using the fixed assets etc.Based on the understanding of the present situation of the Zhongjin Gold Ltd.and the theory,and combined with the author’s years of practical experience in internal control consulting projects,theoretical research and qualitative analysis as its method,this paper analyzes firstly the overall internal control system of the company and the internal control system of the fixed assets,and then explains the stringency of completing the fixed assets internal control system and the factors that affect this system,determines the position of the internal control system and its function.In the end,according to the actual situation of the company,the paper elaborates main content of completing the fixed assets internal control system and the response measures. |
