Analysis On Targeted Poverty Alleviation Policy Under The Differences Of Regional Living Costs

Since the reform and opening-up,the targeted poverty alleviation is the important strategy of anti-poverty policies under the new normal in china.It is also the long-term strategic goals of the state government.Solving poverty problems is the necessary work for establishing socialism with Chinese characteristics and building a moderately prosperous society.However,because of the long-term extensive management in poverty alleviation policies,there have been some problems,such as poor residents,weak targeted policy,and unclear usage of poverty alleviation funds.Based on the theory of poverty alleviation and long-term work experience accumulation,the targeted poverty alleviation policy is imperative.This paper analyzed the necessity and status of the targeted poverty alleviation by theoretical model and case analysis,We tried to understand the connotation of the targeted poverty alleviation policies,analyze existing problems and put forward corresponding countermeasures.Taking Baiyin City of Gansu Province as an example,we investigated and analyzed the economy,population and poverty in Baiyin City.We analyzed Jingyuan and Huining counties by using the game model.Based on before these analysis,we summarized the existing problems of the targeted poverty alleviation policy in Baiyin City.Case studies showed that the they should be obtained high subsidies in areas with higher living cost at the same time,with the rising costs of living,and the subsidies also be showed an upward trend.It is significant to accurately identify the living standard of the grass-roots areas.As shown in the overall economic development of Baiyin City,it is apparently distinguished by unbalanced development and large regional differences.And they should need the more and comprehensive subsidies,who living in the remote area.Due to the poor geographical location,undeveloped industry,and low labor cost,Huining County with more poor peoples should have more plenty of funds for poverty alleviation than Jingyuan County.In terms of individuals,Jingyuan County has been formed a certain amount of industrial development scale,and has stronger economic base,higher labor costs than Huining County.Despite there are less poor people,the special individual poor households should have higher subsidies.Therefore,we should require specific analysis of specific problems and always be based on the actual situation in the region and allocating poverty alleviation resources according to local conditions so that poverty alleviation.Only by this way,can we achieve precise poverty alleviation.In summary,there are some suggestions about the achieve precise poverty alleviation policy in this paper: First,we need to further strengthen the mechanism of information screening for poverty alleviation work;second,poverty alleviation work should be conducted in grassroots level to accurately grasp the essence of poverty;third,we should strengthen supervision and improve accountability...
