Research And Development Of Accurate Poverty Alleviation Geographic Information Management System Based On WebGIS

According to incomplete statistics,there are more than 70 milions people in China who are still unable to get rid of poverty.The proverty figures are mainly distributed in 14 joint stricken areas,and these areas are the most difficult part of the poverty alleviation work.These areas have backward in infrastructure and public services,moreover the causes of poverty are sophisticated.During the past years,the marginal benefit of poverty alleviation has been reduced due to the method of extensive poverty alleviation.It is very difficult to achieve the goal that all poverty alleviation in 2020 and all the "cap cutting" of poverty-stricken counties in our country,therefore the poverty alleviation work in the new period of our country is facing the challenge.It is very significant to build a more comprehensive,practical and efficient geographic information management system,which can be used to analyse scientific decisions,perfect supervision and management by the relevant government departments in order to solve the problems of the proverty with wide distribution,difficult statistics and inconvenient management.Based on the B/S model,an accurate poverty alleviation geographic information management system is constructed in this thesis,which can realize the visual analysis and management of the poor households’ basic information,the poverty alleviation planning management,the poverty alleviation record,the fund management,the help and the examination and so on,and assist the relevant government departments to help-the-poor work.The main research work and achievements of this thesis are as follows:(1)According to the status of the poor areas in China and the results of the investigation and Research on the precision poverty alleviation policy,the demand analysis of the precision poverty alleviation geographic information management system is carried out,and the system function modules are including the information management module of the poor households,the poverty alleviation planning management module,the poverty alleviation record module,the poverty alleviation fund management module,the help check module,data query module,statistical analysis module and system management module,besides the functions of each subsystem module is designed,which can visualize the accurate poverty alleviation related information on the map,and realize the visualization of the accurate poverty alleviation file.(2)The system is been designed with the B/S model,the five layer architecture of the system is established based on WebGIS,which is included data layer,logic layer,service layer,application layer and performance layer,with the function of convenience and information sharing.(3)According to the function of the accurate poverty alleviation geographic information management,the database structure and the database form are being designed,and the structure of the accurate poverty alleviation geographic information management system is completed,furtuermore,the related functions of the system design are realized.
