The Research Of The Wind Turbine Manufacturing Industry Policies

With the rapid economic development,a series of problems,such as the shortage of fossil energy and serious environment pollution,have been becoming increasingly serious.For energy conservation and emissions reduction,adjusting the structure of the energy consumption and energy security considerations,clean resource has been proposed.And the wind power has been paid more attention because of its distinct strengths.As the upstream of wind power industry chain,the wind turbine manufacturing industry has significant meaning to the scale development of the wind power industry.Therefore,the wind turbine manufacturing industry gets lots of supportive policies.Under these policies,the industry has achieved a rapid development,at the same time,also appeared some problems,such as wind turbines suspension,lots of bankruptcies,industry depression,etc,which worrying the state and society.Firstly,the paper analyses the general situation of the wind turbine manufacturing industry organizations with the SCP paradigm,revealing the Inherent laws and reality of the industry development.Secondly,the history evolution process of the industrial policies has been provided,and compared with the above inherent laws and reality.With the comparison,the paper finishes the qualitative analysis of industry policies.And then,the article provides the comprehensive efficiency evaluation of the wind turbine manufacturing industry policies with DEA model and Malmquist index.Several conclusions has been presented: Policies of the wind turbine manufacturing industry in China have achieved some achievements,but there are also some problems.Current policies always lack of early warning,detailed rules and regulations and market mechanism.And the new policies are not yet mature,facing many challenges.In addition,the comprehensive efficiency of these policies is on the decline,therefore,it is urgent to focus on the improvement of the scale efficiency and the whole technology level.
