In the report of the Party's Nineteenth Congress,General Secretary Xi Jinping proposed that “to ensure the protection and improvement of people's livelihood in development and to promote people's livelihood and well-being is the fundamental purpose of development.Intensify the implementation of the moral construction project,promote the development of social morality,and make people feel happy and happy.Feeling more fulfilling."How to improve the happiness of residents is the current core issue for the party and the government.The ultimate goal of economic growth and policy implementation is to enhance the well-being of residents.Since China is a national system of “political centralization and fiscal decentralization”,the government enjoys relatively independent fiscal tax revenue,GDP-oriented performance evaluation indicators,and the promotion mechanism of officials,the governments of all jurisdictions will surely go from economic construction.Sex expenditures and people's livelihood expenditures begin to compete in jurisdictions,and the results will also have an impact on the well-being of residents in jurisdictions.In order to clarify the impact of competition and people's livelihood expenditure on residents' well-being in the context of fiscal decentralization,this paper uses the micro-survey data of the 2007 and 2013 large-scale surveys of the China Income Distribution Institute(CHIP)and uses an ordinal probability model.The(ordered probit model)and the OLS method empirically test the relationship between competition in the area of jurisdiction,people's livelihood expenditure,and residents' well-being.The study found that:(1)The level of happiness of urban residents in 2007 and 2013 was greater than that of rural residents.In 2007,the proportion of “happiness” among urban residents was 0.5 percentage points higher than that of rural residents.In 2013,the proportion of “happiness” among urban residents was 3 percentage points higher than that of rural residents,and the gap between happiness among urban and rural residents was increasing.(2)In 2007,the level of “happiness” among male residents was 2.5 percentage points higher than that of female sex residents.In 2013,the percentage of “happiness” among female residents was 0.3 percentage points higher than that of male residents.(3)Both 2007 and 2013 indicate that college residents with a higher education degree or above are more successful than high school graduates.The happiness of residents is greater than that of primary school residents.The happiness of residents is greater than that of illiterate residents.The level of education is positively correlated with the well-being of residents.The higher the level of high happiness.(4)The happiness of residents in metropolitan areas in 2007 and 2013 was higher than that in the eastern regions.The happiness of residents in the western regions was higher than that of residents in the central regions.Among them,the “happiness” of residents in the central and eastern regions changed greatly,from 0.18% in 2007 to 3.89% in 2013.The empirical research results show that: First,the sample regression results in 2007 and 2013 show that the competition in the jurisdiction has a negative effect on the well-being of the residents.In 2007,the negative impact of the competition in the jurisdiction on the well-being of the residents was significantly greater than in 2013,and the area The negative impact of competition on the happiness of rural residents is greater than that of urban residents;the negative effect of competition in the jurisdiction over female residents is greater than that of males;the negative effect of competition in districts on the well-being of the residents in the eastern region is significantly greater than that in the residents in the central and western regions;The negative effect of primary school education on the well-being of residents is greater than that of residents of junior middle school and above.Second,the sample regression results of 2007 and 2013 show that people's livelihood expenditure preference has a significant positive effect on residents' well-being.In 2013,people's livelihood expenditure preference has a greater impact on residents' well-being than in 2007.The positive impact of people's livelihood expenditure preference on the well-being of urban residents,female residents,residents in the central region,and primary education level residents was significantly greater than that of rural residents,male residents,residents of the eastern and western regions,residents of junior high school and college or higher education.Third,people's livelihood expenditure preference is one of the ways that the competition in the jurisdiction affects the well-being of the residents.That is,the competition in the jurisdiction plays an indirect role in the people's livelihood expenditure preference,and has a positive influence on the happiness of the residents.In order to improve the level of happiness and satisfaction of life of urban and rural residents in China,we will accelerate the great pace of building a harmonious socialist society.Based on the empirical results and the current economic development situation in China,the policy recommendations are as follows: First,change the GDP-oriented political development view,and gradually increase the residents' happiness index in the area as a measure of achievement;second,promote education in rural areas.The development of undertakings will comprehensively improve the educational level of rural residents.Third,rational allocation of social public resources,improvement of government work efficiency and work style,and vigorous development of the people's livelihood cause;Fourth,comprehensively improve the income level of residents,narrow the urban-rural income gap,and steadily promote the overall happiness of residents.The sense of improvement.
