| Urbanization is an area that breaks the boundaries of administrative divisions by the content of the planning and development of the main functional areas of the country.Its main function is to provide industrial products and service products,which is the center for gathering population and economy in the future.The western urbanization includes the following 10 regions,namely Hubaoeyu Region,Guangxibeibu Gulf Region,Chengyu District,Qianzhong District,Dianzhong District,Ningxia along the Yellow River,Guanzhong-Tianshui District,Lanzhou-Xining Region,and Tianshan Mountain.North Slope Area and Central South Xizang Province.The development achievements of this article refer to the achievement of economic,social and environmental achievements of a region over a period of time under the premise of people-oriented and overall coordinated and sustainable scientific concept of development combined with the development orientation and development goals of the main functional regions.A comprehensive evaluation of the achievements in the urbanization of the western regions can give a more profound and comprehensive understanding of the western region,help to formulate a more rational regional policy,and provide ideas and suggestions for the future development of urbanized western regions.From the perspective of the main functional areas,this paper firstly focuses on the concept and connotation of development results,and on the basis of economic development,social progress,and ecological development,follows the principles of the development achievement evaluation index system,and combines the main functions and development goals of the western urbanization region,build a first-level indicator for economic development,social progress,and environmental protection,and a total of 22 specific indicators of the evaluation index system.Then based on the characteristics of the research object,combined with the principle and emphasis of various comprehensive evaluation methods,this paper chooses the improved fuzzy Borda portfolio evaluation based on four single evaluation methods: principal component analysis,entropy method,gray correlation method and analytic hierarchy process model.Then,in the part of empirical analysis,we briefly describe and analyze the present situation of the development of western urban areas,select the data of 2015 and 2016 for horizontal and vertical dynamic comprehensive evaluation,and use the four dimensions of economic development,social progress and environmental protection respectively.Single evaluation method and combination evaluation The dynamic comprehensive scores of each area are calculated and ranked,and then the dynamic comprehensive evaluation of the development results is conducted to obtain the scores and rankings of all urbanized western regions in 2015 and 2016,respectively,of which,The highest score,Chengyu area came in second,Guanzhong-Tianshui area came in third.The conclusion was that the development of the western urbanization area was uneven and the internal development of the area was not coordinated.Finally,several policy suggestions including developing characteristic industries,complementary resources and promoting regional coordinated development were proposed. |
